Devolution is one of the central pillars of the Constitution of Kenya 2010. It aims to increase citizen participation, foster inclusiveness, improve service delivery and strengthen democracy for the benefit of the people of Kenya. This is an ambitious concept and therefore accords Kenya an opportunity to become a role model on the continent.

One can begin to see the benefits of devolution seven years later. However such a profound transformation needs time to establish and there are still several challenges on the way. Konrad Adenauer Foundation (KAS) is supporting this process through its program to contribute to the success of Devolution. To succeed, Devolution requires dialogue and cooperation between representatives of the National Assembly and the Senate. During the conference members of both chambers of the Parliament will discuss the status quo of Devolution, (political challenges) and how they can be mastered.
