According to a number of assessments, food and nutrition insecurities in West Pokot County are more pronounced on women more than men due to their role in the households. The lack of awareness of the specific and different roles and contributions of men and women to food security (agricultural and livestock production, food distribution and resilience building) and disaster risk reduction has resulted in what has been called "gender blindness" in decision making processes. Unaware of these differences, local policy makers and implementers have in most times proceed as if these differences did not exist, as if the situation and needs of women farming or supporting livestock keeping or resilience building initiatives were the same with that of men in the many community set ups. Its important to note that most community plans for promoting disaster risk management and food security that have been developed with the support of different partners including KAS, NDMA, and Action Aid and currently being tried out. So far, one of the leassons learnt is that the community plans were not keen to adopt some key dimensions such as the gender based-resilience and empowerment strategies (GRCS) at the community level, one that take into cognizance the unique situational needs of both men and women. Thus, policy making which utilizes such plans have seen decisions being made through a partial view of reality.
