On July 15 2016, Konrad-Adenauer-Stiftung (KAS) Philippines supported and contributed to the forum on federalism and constitutional reform together with the PDP Federalism Institute, entitled, "Zeroing-In on the Best Practices of Federalism."

The Partido Demokratiko Pilipino-Lakas ng Bayan (PDP Laban) is the party leading the administration and the government coalition. PDP Laban's President is the current Senate President, Senator Aquilino "Koko" Pimentel III and its Secretary General is the present Speaker of the House, Congressman Pantaleon Alvarez. Together with its PDP Federalism Institute, KAS gave 250 participants an extensiev overview on different models of federalism.

The event, which was held at the Makati Palace Hotel, was opened by Senator Pimentel and Mr. Benedikt Seemann, Country Representative of KAS Philippines. After an acknowledgment of participants and guests, this was followed by the presentation of the best practices of federalism in Australia and Canada by Mr. Phillip Gonzalez, Director (Asia and Australia) at the Forum of Federations in Ottawa, Canada. Afterwards, Atty Benny Bacani, Executive Director of the Institute for Autonomy and Governance, gave a lunch discussion on the potential impacts of federalism on the peace process. Lastly, Mr. Seemann took the stage once again to offer the best practices of federalism in Germany.

The forum concluded that in the current search for federalism models to be applied in the Philippines, no one signle best practice can stand alone. A reform like this requires a comprehensive approach. KAS Philippines will continue to support the PDP Federalism Institute in exploring the best models for reform.
