Traditionally, each second KASYP workshop discusses devolution and local politics together with representatives from both local politics and the civil service. In the Malaysian State of Penang, batch 2017-2018 will meet local politicians, civil servants, and experts from think-tanks and academia, to discuss and share experience on theoretical and practical questions around decentralization, federalism and local administration in Asia, the role of institutions at the local level, and youth participation in communal politics and civil society. Among others, KASYPers will get together with Penang’s youngest minister, Dr. Afif Baharadin, representatives from both the national and federal parliament as well as local civil servants.

KASYP, which includes theoretical as well as practical elements, such as roleplays and simulations workshops, will be adequately complemented by sight visits of local institutions and administrative agencies. In a unique addition, there will be a special panel discussion on the outcome of the recent Malaysian General Elections and their implications for Malaysian democracy that will for example include the recently re-elected MP Mr. Sim Tze Tzin.
