Extrajudicial Killings
KAS hosts third Prosecutors' Training Course in Naga City, Philippines
On September 4 and 5 in Naga City, Philippines, KAS conducted the third in a series of training courses on extrajudicial killings. The events which were conducted in partnership with ABA's Rule of Law Initiative featured presentations by national and international prosecutors, academics and legal and forensic experts who discussed a wide range of topics related to investigating and prosecuting suspected extrajudicial killings. The attendees included more than 40 prosecutors from Bicol Region. (Sep. 9, 2009)

Summer School at Peking University
Almost 100 participants attended the 1st Summer Course on Comparative Constitutional Law
Young teachers and Ph.D. candidates from a number of universities in China came to attend the first summer school on World Constitutions. The lectures by Prof. Cheryl Saunders (Australia) and Prof. Manohar Singh (India, foto) triggered lively discussions where participants drew comparison with the system of the People's Republic but also with Hong Kong and Taiwan. In particular, the electoral systems and the federal structures of Australia and India were of interest. (Aug. 28, 2009)

Association of Constitutional Courts
2. Meeting of Preparatory Committee convened at Constitutional Court of Korea
The Preparatory Committee for the establishment of an Asian Association of Constitutional Courts met in Seoul / Korea for the 2nd time. Judges from eight countries discussed matters regarding the name, the secretariat as well as financial aspects. The draft statutes should be finalized rather soon. The Chairman of this group, Justice Dong-Heub Lee (foto), welcomed the President and the Vice-President respectively of the Constitutional Courts of Kyrgyzstan and Uzbekistan as new members. Administrative Law and Practice in Asia
KAS Releases Publication on "Administrative Law and Practice from South to East Asia"
Clauspeter Hill, Director of the KAS Rol Programme Asia and his Research Associate Jochen Hoerth are the editors of the Foundation's new publication on administrative law in Asia. As the title indicates, the chapters in this compilation deal with administrative law and practice within selected Asian countries. They are based on presentations made by outstanding Asian legal scholars and practitioners at two conferences organised by the Konrad-Adenauer-Stiftung in 2007 and 2008. Have a read! (Jan. 24, 2009)

Human Rights Debate in Kuala Lumpur
The KAS RLP Asia proudly sponsored the Malaysian Bar Council's Human Rights Debate '08 that celebrated the 60th anniversary of the Universal Declaration of Human Rights 1948. On 09-12 December, students from all over Asia-Pacific gathered at KDU College in KL to debate on various human rights issues. At the height of the celebrations were the speeches of Dr. Syed Husin Ali, former ISA detainee, and of Datuk Zaid Ibrahim, former Malaysian Minister of Justice at the Int'l HR Day Gala Dinner. Conference on Access to Information held at HKU
On 22nd and 23rd November KAS and the University of Hong Kong (HKU)
jointly hosted a conference on the burning issue of access to information in Asia. Academics and practitioners from Canada, Cambodia, China, Germany, Hong Kong, India, Sri Lanka, Singapore and Taiwan were brought together to discuss the developments in freedom of information laws in these jurisdictions and the impact of such laws on journalism and the media, and environmental protection. Media Programme and RoL Programme Cooperate on Media Law Seminar in Nagoya/Japan
On 20 and 21 Oct legal scholars and journalists from all over Asia gathered at Tokyu Hotel Nagoya and discussed on the relationship between law and the media. German Attorney Frauke Ancker who specialises in this field gave enlightening presentations about the German case law on the problematic issue of protection of privacy of celebrities in Germany. The lively discussions in the Q&A Sessions showed how complex this field can be in every-day journalistic life. (Nov. 9, 2008)

Training Course on the Investigation and Prosecution of Extra-judicial Killings
From 29 Sep to 03 Oct KAS conducted a special training course on the investigation and prosecution of extra-judicial killings in Cebu&Cagayan de Oro/ Philippines. KAS invited Professor Zhu, former prosecutor of ICTY/ICTR, and German prosecutor Juergen Assmann, legal consultant of the Extraordinary Chambers in the Courts of Cambodia, to give presentations on how investigation and prosecution are dealt in their home countries and in the various international tribunals they served at. Indochina meets Karlsruhe and Washington
Mr. Hill and some high-ranking officials from Cambodia, Laos and Vietnam visited Germany and the USA as part of a 10-days study trip organised by KAS. The focus of the programme lay on the topic of independence of the judiciary. In Germany, the group visited the Bar Association and the Federal Court of Justice in Karlsruhe and the Ministry of Justice in Berlin. In the U.S., they met with representatives of the Department of Justice, the Worldbank and the Court of Appeal of Washington D.C. (Sep. 15, 2008)

Crinis-Malaysia Project
RoL Programme and TI Malaysia cooperate on Study on Party Financing
Clauspeter Hill of the KAS Rule of Law Programme Asia and Tan Sri Dato’ Seri Megat Najmuddin Khas of Transparency International Malaysia have formally agreed to cooperate on a study on regulating political funding. The so-called Crinis-Malaysia Project seeks to enhance transparency of election campaign financing as well as political party activities and will produce a conceptual framework for a desired future state.
