Freedom of information does not just mean access to pure information alone. Rather, by using their right to request information, citizens have the power to actively shape an effective participatory democracy. As they ask for disclosure of data and procedures from administrative bodies and authorities they contribute to combat arbitrariness and corruption at the same time and help to build up and to strengthen a transparent state’s leadership.
