President of France Nicola Sarkozy awarded Dr.Hans-Gert Pöttering, the Head of Konrad-Adenauer-Stiftung and former President of European Parliament by French order of Legion of Honour „Commandeur de la Légion d’Honneur“ in the Elysee Palace for performing great services for the contribution to European solidarity and – as Mr. Sarkozy pointed out – as “ a friend of France”.

On January 23-25, 2011, on KKonrad-Adenauer-Stiftung’s invitation Vitaliy Klychko and members of UDAR Party administration visited Berlin, where a chain of political meetings took place. In particular, discussions with the Head of KAS Dr. Hans-Gert Pöttering (photo), CDU General Secretary Hermann Gröhe, MFA State Secretary Wolf-Ruthart Born, CDU Bundestag deputies Shockenhoff, Polenz, Krichbaum and Wellmann as well as with Frank Henkel, the main CDU candidate in Berlin.

Seminar in Dnipropetrovsk

Is it possible that parties with programs existed in Ukraine?

On January, 15, 2011 Konrad-Adenauer-Stiftung organized a seminar in Dnipropetrovsk concerning main values and programmatic of political parties. More than 40 participants, mostly young people, discussed possible value basis of party programs and key topics of important German and European political ideologies. It was concluded, that the foundation of a modern party should be connected with the development of democratic and subsidiary organization culture.

Political conclusions of 2010

2010 was a year of substantial changes for Ukraine. In its report KAS representative office in Ukraine makes political conclusions of the year, concentrating on different activity aspects of the country. Besides internal policy and elections, we should mention here party system, constitutional process, attitude to totalitarian past, interconfessional dialogue and approximation to European institutions. In 2010 almost in all spheres some critical tendencies were traced.

Ukraine's president Viktor Yanukovych has significantly strengthened his grip on power in most parts of the country with local elections on October 31st. But international observers criticised the conduct of the elections for not meeting democratic standards. International Conference

Dealing with the past - a litmus test for democracy

On 19 May, KAS, Institute for Political Education and Ukrainian-Jewish Encounter invited historians and writers to discuss goals and values of a critical debate of the past. During the conference entitled „Remembering the Past – Building a Future“ young listeners did not hesitate to ask sensitive questions about their identity and Pulitzer prize winner Anne Applebaum emphasized that she understands patriotism rather as putting effort in one´s daily life than to indulge in national heroic epic.

Vice Prime Minister Sivkovych: The security forces need to be downsized and made simpler

Volodymyr Sivkovych, Vice Prime Minister of Ukraine in charge of the security forces, was guest at the KAS-Club on April 21 in Kyiv. In his speech Sivkovych clearly recognised the necessity for fundamental reforms of the police and military. In particular, he laid emphasis on the need to dispose of or simplify many of the structures and investigative authorities. The current duplications and the size of the authorities make it difficult to control them effectively and it leads to corruption.

Prof. Oberreuter: „Democracy is facing serious challenges“

On April 8, Prof. Dr. Heinrich Oberreuter delivered the opening speech to this years Ukrainian School of Political Studies organised by the Laboratory for Legislative Initiatives and supported by the Council of Europe, the Embassy of Japan and the KAS. In his discourse to „Today`s Challengenes for Democracy“ Prof. Oberreuter mentioned, among other things, the conflicting tension of the basic consensus of values, necessary for democracy, with individualised media society.
