The workshop's first objective is to internalise recommendations from international, national and city experts to the two assessment reports, prepared by two expert teams. The reports are the result of qualitative and quanitiative analysis conducted in four pilot cities on the quality of local governance and people's participation at local level in Vietnam. The reports and the recommendations are one important analytical element for the Training Needs Assessment and the development of Training Curricula in the next project phase.
