SEECOM is the first European professional association for PR experts from state institutions. The name stands for "South East Europe Public Sector Communication Association". The organisation was established in September 2013 in Montenegro on initiative of Vuk Vujnovic, PR expert of the Government of Montenegro and Christian Spahr, head of KAS Media Program South East Europe. It is also supported by its further co-founders, the United Nations Development Programme (UNDP) in Montenegro and the Regional Cooperation Council (RCC) based in Sarajevo, Bosnia and Herzegovina.
SEECOM has about 80 members from the Balkan countries, Germany and the USA. It aims at establishing high professional and ethical standards of political communication through professional exchange between public sector communicators. The "Budva Declaration" from 2012 represents the main values of SEECOM.
Secretary General of the Association is Vuk Vujnovic. Board members are representatives of UNDP and RCC as well as Christian Spahr, head of KAS Media Program South East Europe. Honorary chairman is Krunoslav Vidic, spokesperson of the Croatian Ministry of Labour.
