Enhancing the effective implementation of the International Covenant on Civil and Political Rights

The International Covenant on Civil and Political Rights (ICCPR) is one of the most important international treaties on human rights to which Vietnam has been a member state since 1982. Upon the recommendations of the UN Human Rights Committee on the 3rd National Report on the Implementation of ICCPR, Prime Minister issued Decision No. 1252/QD-TTg on 26/9/2019 approving a national Action Plan “Enhancing the effective implementation of the International Covenant on Civil and Political Rights and the recommendations of the United Nations Commission on Human Rights” (hereinafter referred to as the Action Plan).

On 19/04/2022 in Da Nang, the Konrad-Adenauer-Stiftung in collaboration with the Department of International Law, Ministry of Justice organized a seminar to review Vietnam's achievements and efforts after nearly 3 years executing the Action Plan.  Moreover, for better performance in the next period, the seminar provided a platform for representatives of ministries and sectors to discuss, exchange information, and propose possible solutions to overcome the difficulties that they encountered.

Addressing at the seminar, Deputy Justice Minister Nguyen Khanh Ngoc emphasized that ICCPR implementation has been an important topic in the discussion agenda on policy and legislation at the national, regional and international level. Vietnam has been implementing the ICCPR in association with extensive and comprehensive reforms especially in the fields of law, justice, and democratization of political and civil life.

Although the COVID-19 pandemic has been causing many negative impacts on people's assurance and enjoyment of human rights, Vietnam still makes great efforts and actively implements many of the mentioned measures in the National Action Plan with the ultimate goal of improving the people's enjoyment of civil and political rights. Many practical and effective activities have been carried out such as promulgating or amending the system of relevant legal documents, raising people's awareness through various forms of propaganda, dissemination, education and training on human rights... Vietnam's achievements and efforts were clearly reflected in the Mid-term Report sent to the Human Rights Commission on March 29, 2021.

However, it must be recognized that the implementation of Decision No. 1252/QD-TTg still faces many difficulties and challenges due to many subjective and objective reasons such as limited resources, coordination and information exchange. Therefore, in order to prepare for the next reporting period in 2023, Vietnam still needs to continue to make more efforts to overcome difficulties and obstacles in the process of building institutions; implementing policies and laws as well as collecting information and analyzing data in accordance with the requirements of the Human Rights Commission.

Mr. Florian Feyerabend, Resident Representative of KAS Vietnam, shared his agreement with the plans that Vietnam is aiming to effectively implement the provisions of the ICCPR as well as the recommendations of the United Nations Commission on Human Rights. KAS will continue to support the Ministry of Justice with the goal of contributing to the improvement of Vietnamese law.

The seminar has the participation of more than 40 legal officers, legal practitioners from Ministry of Justice, Ministry of Foreign Affairs, Ministry of Information and Communications, Ministry of Labor, Invalids and Social Affairs, Supreme People's Procuracy, Political Academy Region III, Provincial Department of Justice.
