Mit dem Siegeszug des Internet und anderer elektronischer Kommunikationsformen in der Wirtschaft und in den privaten Haushalten werden nunmehr auch Konzepte entwickelt und diskutiert, die neuen Technologien für das Verwaltungshandeln fruchtbar zu machen. Unter dem Stichwort ‚E-Government’ versprechen sich viele eine schnellere, effektivere Verwaltung, mit der der Bürger online kommunizieren kann, ohne eine Nummer ziehen zu müssen. Pläne für eine elektronische Verwaltung gibt es nicht nur in den entwickelten Ländern, sondern auch im Schwellenland China, das derzeit in einer stürmischen Entwicklung moderne Infrastruktur aufbaut. Eine internationale Expertenkonferenz, die am 22. und 23. September 2005 in Peking stattfand, setzte sich mit Fragen der Konzeption von ‚E-Government’, den hierzu nötigen Infrastrukturen und neuen Modellprojekten auseinander.
