Three Day International Conference on Governance and Policy Reforms: An Indo Pacific Perspective

The Jagran Lakecity University in collaboration with the India Office of the Konrad Adenauer Foundation organised a three-day long international conference on the topic: “Governance and Policy Reforms: An Indo Pacific Perspective” from the 12 to 14th July.

Countering China's Maritime Grey Zone Activities

China today has the largest Navy and Coast Guard. There is a third layer to China’s maritime power projection: the People's Armed Forces Maritime Militia (PAFMM) with more than 700 vessels at its disposal. This unprecedented build-up of Chinese maritime capabilities is to largely support, extend and defend its excessive maritime claims on the basis of Nine Dash Line. The sinking of Vietnamese fishing vessel in April 2020 off Paracel islands, the swarming of more than 200 maritime militia and fishing vessels in the Philippine EEZ off the Julian Felipe Reef in Mar 2021, and the more recent use of PLA Navy ships to chase off media crew, are Chinese grey-zone strategies to overwhelm and exhaust law enforcement agencies of contesting nations, thus presenting a fait-accompli to incremental changes in status quo. China has armour-plated its maritime grey zone activities through national legislation. In April 2020, Beijing named 80 geographic features and announced two new administrative subdistricts covering disputed territory and maritime areas in the South China Sea. Another example is the new China Coast Guard Law (CCG) that came into effect in Feb 2021. The new CCG laws have left the term “jurisdiction” geographically undefined, creating ambiguity over its applicability in disputed maritime zones. This gives the CCG greater latitude for grey zone activities like attacking third-country fishing vessels, and creates uncertainty for smaller nations in the region. This GH-KAS webcast discussed the potential strategies that smaller nations in the region can adopt to overcome the challenges of Chinese maritime grey zone activities.

Tackling COVID-19: Public Health and Socio-Economic Strategies - Diginar 2

Despite the commonality of the Covid-19 pandemic, countries have adopted a wide range of public health and socioeconomic strategies to deal with the multidimensional challenges of the pandemic. Many adopted whole-of-government (WoG) and whole-of-society (WoS) approaches. According to the WHO, operationalizing a WoG approach is challenging and despite limited evidence on best practices, 3 factors seem to be critical for the success of a WoG approach – leadership, partnerships and use of evidence (https://bit.ly/3tXy0Pq).A WoS approach– with communities and subnational governments at the centre – also appears to be dependent on similar factors for its success. What are the noteworthy public health and socioeconomic strategies adopted by countries to tackle the Covid-19 pandemic? How have countries operationalized WoG and WoS approaches vis-à-vis the Covid-19 pandemic? How has evidence been leveraged, and how have responses to Covid-19 evolved with evolving evidence? What are the major public health and socioeconomic implications of such strategies and approaches? What are the lessons for / from developing countries like India? In order to find answers to these questions, the Indian Council for Research on International Economic Relations (ICRIER) together with India Office of the Konrad-Adenauer-Stiftung (KAS) organized a diginar titled, “Covid-19 Global Best Practices: Lessons for / from India” on 2nd July 2021.

To mark the World Environment Day 2021, Madras Management Association (MMA) in partnership with the India Office of the Konrad-Adenauer-Stiftung (KAS) and Prakruthi, an eco-care group and outbound experiential learning centre organized a virtual panel discussion on the theme “Sustainable Development Goals 2030 – The Way Forward” on Saturday, 05 June 2021, from 6.00 pm onwards for the benefit of MMA Members, Management professionals and Policy makers. The Panel had the following distinguished members: Dr Sugato Dutt, IFS, APCCF Social Forestry and Compensatory Afforestation Management & Planning Authority (CAMPA), Dr T D Babu, Acclaimed Environmental Auditor, Prof Nitya Nanda, PhD, Director, Council for Social Development, New Delhi and Mr Dipankar Ghose, Founder and Mentor, PRAKRUTHI. The discussions were moderated by Dr N Krishna Kumar, IFS (Retd), Former PCCF and Head of the Tamilnadu Forest Force (Dept.).

Will the restiveness in Xinjiang and Tibet grow?

The Centre for China Analysis and Strategy in partnership with the India Office of the Konrad-Adenauer-Stiftung organized a diginar on "Will restiveness grow in Xinjiang and Tibet?" on 1st June 2021. This virtual event examined the unrest/restiveness in China’s border provinces of Tibet and Xinjiang and explored what countries around the world can do in terms of individual and collective responses.

‘Future of India-EU Relations’ - Key Takeaways from India-EU Summit 2021

The EU and India are strategic partners since 2004 and the "India-EU Strategic Partnership: A Roadmap to 2025” was signed at the previous summit. The Summit held on May 8, 2021 was based on cooperation for covid response and emphasised on the untapped potential in India and EU’s relations in areas of geopolitical, geo-strategic, connectivity, climate change, healthcare and crisis preparedness. In this regard, FICCI in partnership with KAS and EU- India Association organised a timely discussion on the first working day after the India-EU Summit 2021. The aim of the interaction was to present a holistic picture of India-EU global partnership built on shared values of democracy and inclusion. The interaction witnessed the presence of the Ambassadors, MEPs, industry and policy experts.
