Zum sechsten Mal veranstaltet die Konrad-Adenauer-Stiftung Jerusalem gemeinsam mit Minerva und dem ICRC die alljährliche Konferenz zum Humanitären Völkerrecht. In diesem Jahr beschäftigt die Teilnehmer unter anderem die Frage, welche Herausforderungen sich aus der Anwendung neuer Rüstungstechnologien für den Schutz von Zivilisten ergeben.

Moderne bewaffnete Konflikte werden nach wie vor von einem Gesetzeskorpus reguliert, der im Grunde die Handschrift des späten 19. Jahrhunderts trägt. Das Völkerrecht kommt den neuen rechtlichen wie praktischen Herausforderungen nicht zur genüge nach. Regelungsbedarf besteht z. B. beim Einsatz von Robotern und automatischen Vorrichtungen anstelle regulärer Soldaten, beim Gebrauch von Dronen, die bemannte Flugträger ersetzen, sowie bei der Nutzung von Computernetzwerken für Cyberangriffe als Ersatz für konventionelle Waffen.
