Diesmalige Konferenz ist der Analyse von Schlüsselproblemen des politischen Systems sowie der Qualität der Demokratie in Litauen und weltweit gewidmet. Im Rahmen der Konferenz werden zahlreiche Methoden zur Lösung dieser Schlüsselprobleme präsentiert und ausgewertet sowie Ergebnisse der Untersuchung zur Qualität der Demokratie dargestellt, die von ausländischen Forschern in Litauen durchgeführt wurde.

Die Konferenz beginnt mit der Vorstellung theoretischer Grundlagen zur Demokratie. Behandelt werden solche Themen, wie z. B. Herausforderungen und potentielle Gefahren für eine liberale Demokratie in Litauen und auf der ganzen Welt, Begriffe und Dimension der Demokratie u. a.

Abschließend werden sich die Teilnehmer mit dem Problem der Demokratisierung in den post-sowjetischen Ländern auseinandersetzen, indem sie sich vor allem mit der Haltung Russlands zur Ukraine und EU-Ländern sowie der EU-Unterstützung dem Demokratisierungsprozess in den post-sowjetischen Ländern beschäftigen werden.
