A Retreat on Advanced Legislative Process in the National Assembly

The Konrad-Adenauer-Konrad-Adenauer-Stiftung (KAS) is cooperating with the National Institute Legislative and Democratic Studies (NILDS) and the office of the Clerk to the National Assembly to organize a training workshop for the members of staff of the office.

As many senior staff in the office of the Clerk of the National Assembly are going on retirement, the necessity to build the capacity of the successors arose in the midst of more complex challenges, one of which is the Covid-19 pandemic. The global best practices are desirable to surmount the challenges, but the years of experience and technical-know-how from past senior staff will be of huge benefit to the staff in the office of the Clerk of the National Assembly, especially in how they manage the relationship between the two chambers of the National Assembly. Among topics to be treated at this workshop are Floor Management and Procedures in the Senate and House of Representatives; Legislative Drafting and Bill Referral Process; Pre & Post Legislative Scrutiny - Principles and Practical Steps for NASS; The Legislature & New Adaptive Frameworks in the aftermath of COVID-19; Committee Hearings, Markups and Reports; Understanding Legislative Documents; Towards Standardized Legislative Reporting Templates; Overcoming Traditional Challenges in Managing Committee Business;  Reconciling Senate and the House of Representatives Differences; Managing the Image of the Legislature, Relationships with Legislators and External Stakeholders; Research and Evidence-Based Policy Making; and Mapping A Trajectory Going Forward - Identifying Specific Actions and Changes to be Undertaken by NASS Management. The seminar is part of Konrad-Adenauer-Stiftung’s support to democracy, rule of law and good governance in Nigeria.
