Präsidentenentscheidung mit unabsehbaren langfristigen regionalen und geostrategischen Auswirkungen

Der philippinische Staatspräsident Rodrigo Duterte ist bekannt für seine äußerst kritische bis ablehnende Einstellung gegenüber dem „Westen“, die USA und die Europäische Union allen voran, vor allem dann, wenn er meint, dass diese sich in die inneren Angelegenheiten seines Landes einmischten. Die Verweigerung eines Visums für den ehemaligen Chef der Nationalen Polizei und jetzigen, Duterte eng verbundenen Senator Ronald de la Rosa durch die USA führte zunächst zu einem öffentlichen Ultimatum an die USA, die Entscheidung rückgängig zu machen. Nach Ablauf dieses Ultimatums kündigte Duterte gegen vielfache Ratschläge, Kabinettsmitglieder eingeschlossen, eines der drei Militärabkommen mit den USA. Zum 8. August läuft damit dieses Abkommen aus. Diese einsame Entscheidung des Präsidenten hat zu anhaltenden und äußerst kritischen Diskussionen in den Philippinen geführt. Es geht dabei nicht nur um die finanziellen und politischen Folgen für die Philippinen selbst. Befürchtet werden vielmehr eine Schwächung der strategischen Position der USA in der konfliktiven Zone des Südchinesischen Meeres, in der China seit Jahren seinen nahezu das gesamte Gebiet umfassenden Souveränitätsanspruch zunehmend aggressiver geltend macht, und eine auch militärvertraglich signifikante Annäherung der Philippinen an China mit weitreichenden Konsequenzen für den gesamten Indo-Pazifischen Raum.

Zur Mitte der sechsjährigen Amtszeit von Staatspräsident Rodrigo Duterte fanden in den Philippinen Megawahlen statt, knapp 20 000 Ämter und Mandate auf kommunaler, regionaler und nationaler Ebene waren zu vergeben. Allgemein wurden diese Wahlen als Referendum über den vor allem international umstrittenen Präsidenten angesehen. Von besonderer Bedeutung war die Wahl von 12 neuen Senatoren.
