Governors Grace Padaca of Isabela and Ed Panlilio of Pampanga as well as Mayors Sonia Lorenzo of San Isidro, Nueva Ecija and Jesse Robredo of Naga City presented their views, insights and specific programs on good governance and ethical leadership drawing from their local experiences during the 80th edition of the Globalization Lecture Series of the Asian Institute of Management – Policy Center in cooperation with the Asia Society Philippine Foundation and the Konrad-Adenauer-Stiftung on October 2 at the E-Library, AIM Conference Center Manila in Makati City. The conference highlighted the seemingly unending and continuing struggle for good governance to address the host of socio-political problems blocking our nation. The forum was graced by various local officials and members of the esteemed ‘Kaya Natin!’ movement as well as other personalities from various sectors including the international community.

In his welcome remarks, Ronald Rodriguez, Associate Director of the AIM – Policy Center underscored the importance of the role of the people in addressing our socio-political predicaments saying that while many of us have been critical, only a few have chosen to act. From this, he introduced the ‘Kaya Natin’ movement as an initiative spearheaded by various good Filipinos from the different sectors of society that aims to espouse genuine and enduring change in our government. This would be accomplished through the promotion of transparency, social accountability, people empowerment and electoral reform.

Meanwhile, Mr. Klaus Preschle, Country Representative of KAS shared in his opening remarks the successes of the local government and their transmission to the national level while sustaining the achievements in the local level will be the country’s tasks in the next few years to come. Hence, in the quest for good governance, our nation must strive for strengthening leaderships and institutions.

With respect to good governance, Theo Arnold, Executive Director of the Asia Society Philippine Foundation dwelled on the root causes of bad governance and the ingredients of a good one. According to him, corruption has been a shameful reality in our country that prevents us from exercising good governance. From this, good governance could only be achieved through anti-corruption measures, an established moral value system, inspiring leadership, efficient administration through transparency and a well-functioning judiciary.

The rest of the talk drew experiences and perspectives from the notable members of the Kaya Natin Movement including Mayors Lorenzo and Robredo and Governors Panlilio and Padaca.

Mayor Lorenzo centered her talk on her experiences in transforming and alleviating poverty in her home town San Isidro, Nueva Ecija. She put emphasis on the promotion of well-being of the citizens through responsive programs and effective delivery of social services. Moreover, for her, planning with the people and encouraging citizen’s participation in governance is a must as stakeholders can learn from one another. Furthermore, her attention to trust and partnership have been the pillars of good governance, which she advocated as participatory, transparent and people-owned.

Meanwhile, Mayor Robredo’s discussion centered on three important dimensions of good governance and ethical leadership which are: engagement, accountability and transparency. He emphasized on informing the people as a precursor to having an “engaged constituency.” According to him, by making people feel that they are part of the government, they will continue to be engaged and eventually make the government accountable to the constituency in return.

Governor Panlilio shared his thoughts and perspectives via phone. Aside from the common themes of engagement, accountability and transparency, he pointed out that for good governance to be achieved, leaders must have a “sense of mission” to be able to do so.

Rounding up the discussions of the members of the Kaya Natin! Movement, Governor Padaca emphasized the significance of working together for genuine and lasting change in the government. According to her, government officials have enormous power and if used well could be a good thing to transform lives. Her core message was that no one is exempted from the duty of doing his share.

Initiating the open forum and offering their reactions and insights on the topic were Former Secretary of the Department of Social Welfare and Development (DSWD) and now Trustee of the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov) Corazon “Dinky” Soliman and Oliver San Antonio, Presidential Assistant for Public Relations of the Integrated Bar of the Philippines.

Soliman echoed the sentiments of the speakers about doing one’s share as the main challenge for good governance and ethical leadership. She focused on an active citizenship as necessary for ethical leadership and advocated on always doing the right thing no matter how difficult it may seem.

San Antonio, on the other hand, focused on the need for judicial and electoral reform in the pursuit of good governance and ethical leadership.

Summing up and providing a befitting close to the program was Dr. Federico Macaranas, Executive Director of the AIM – Policy Center.
