The Konrad Adenauer Foundation (KAF) and the Coalition for Charter Change Now (CCCN) are holding a forum on “Ways to Amend the Constitution towards a Federal-Parliamentary Form of Government” on May 5, 2005 at 10:00am – 2:00pm at Ballroom 1,
Mandarin Hotel, Makati City. Members of the House of Representatives, legal experts and Charter Change advocates are participating in this forum, which is about a resolution filed by Congressman Hermilando Mandanas. According to him, Section 1 Article 17 of the Constitution allows amendments to be proposed by a vote of three fourths of members of the Congress. Therefore, it is unnecessary for the Congress to form itself into a constituent assembly. See attached program.
