A roundtable discussion on “The Prospects for Peace and Security in Mindanao” organized by the Philippine Council for Islam and Democracy headed by its Convenor, Ms. Amina Rasul, with support from the Konrad Adenauer Foundation, was held last October 23, 2008 at the Linden Suites in Pasig City.

Gathering prominent personalities, majority of whom are from Mindanao, and ably facilitated by Dr. Dennis Gonzalez and Edna Tan of the Ateneo School of Government, the roundtable discussion opened with a background presentation by Atty. Aquilino Pimentel III on the Supreme Court decision regarding the Constitutionality of the MOA-AD and the reactions raised concerning its implications in the present situation in Mindanao. Other speakers were Atty. Musib Buat, Atty. Nasser Marohomsalic, Atty. Jose Lorena, and Fr. Eliseo Mercado.

The participants also discussed the lessons learned in this aborted peace process and expressed their desire to call on the government and the MILF to return to the negotiating table in order to avert the escalating war that affects innocent civilians. However, they all agreed with the comments of Mr. Klaus Preschle from the KAF that the issue of Constitutionality be separated from the political issues because political issues go beyond the MOA.

In strongly proposing for the resumption of the peace process, the participants agreed to organize more roundtables to bring different groups/sectors together to discuss possibilities of moving forward the quest for solutions to the Mindanao situation. It is also stated by most of the participants that in re-opening the peace process, it is important that “social trust” is present through an open, consultative, and sincere dialogue with all sectors involved.

In closing, the group agreed to organize the next roundtable with the military sector and some defense officials on November 5, to be initiated by PCID and to be held at the Ateneo de Manila University.
