PM2.5 has increasingly become a new challenge to Thailand especially in the North where forest fires which usually start in mid-January pose serious impacts to people’s health. The World Health Organisation (WHO) notes that PM2.5 is a fine particulate matter with a diameter of 2.5 microns or less that is classified as carcinogenic since 2013, and along with other fine dust, they are capable of penetrating deep into the lungs, causing cardiovascular and respiratory impacts and also affecting other organs.

Thailand suffers from air pollution every year, intensively in the northern Thailand. PM 2.5 pollutes the air of Chiang Mai and affects the daily living during so called “Polluted Season”. It's aggravated by dry and high pressure as a result of climate change severely suppressing the particle matter in the Chiang Mai-Lamphun basin. In Chiang Mai, the number of clear sky days have been decreased each year, meaning that whoever continue to live there in the future will face higher air pollution and every breath they inhale will cause their illness and untimely death.

Europe-in-Review (EiR) Seminar zu aktuellen Entwicklungen in der EU und für die Zusammenarbeit zwischen Europa und Südostasien

Die globale Landschaft der Unternehmensverantwortung und der nachhaltigen Geschäftspraktiken in Bezug auf grundlegende Werte in den Bereichen Umwelt, Soziales und Unternehmensführung (ESG), einschließlich der Verantwortung für die Lieferketten, hat sich in den letzten Jahren rasch weiterentwickelt. Die von der Europäischen Kommission im Februar letzten Jahres vorgeschlagene und vom Europäischen Parlament im Juni diesen Jahres verabschiedete Richtlinie der Europäischen Union über die Sorgfaltspflicht von Unternehmen im Bereich der Nachhaltigkeit (CSDDD) ist die jüngste in einer Reihe von Gesetzgebungen und Initiativen in Europa, die darauf abzielen, eine verantwortungsvolle Beschaffung, ethische Praktiken und die Einhaltung von Arbeits- und Umweltvorschriften in der gesamten Lieferkette sicherzustellen.

Approaching a Model and Direction of Decentralization for Governor Elections in a Transitional Era

A Workshop Series to Promote Democracy and Decentralization in Thailand (Workshop 4)

Thailand has over 7,000 local government organizations established in various forms and levels, e.g. provincial administrative organizations, sub-district administrative organizations, municipalities, or even special autonomous cities like Bangkok and Pattaya. In details, however, the structure and the actual administrative process are not quite correlate. The Chief Executives and Council Members of local government organizations come directly from the local elections, but they are still overseen by civil servants who are assigned by the central government as governors of provinces. The budget approval, inspection of the overall administration, and even dismissal of the local government chiefs are authorized by the governors. As a result, it has gradually raised questions and awareness on improvement of Thailand’s decentralization since, in fact, there are many organic laws in the sections both on state policy and local administration, stipulating that the provinces are ready to be entirely administered by local governments.

During the 44th meeting of the World Heritage Committee in 2021, the WHC resolved and noted with “utmost concern” on the renewed development of several dam projects within and adjacent to Dong Phayayen-Khao Yai Forest Complex, reiterating its request to Thailand to permanently cancel plans for any construction of dams with reservoirs inside the property’s boundaries.

New Steps for Decentralization in 2023

Webinar Series

As Thailand has had a new government with a decentralization policy being set up, Creative Urban Solution Center (CUSC) and the Academic Network for Decentralization in Thailand (A.N.D.T) have taken this important time to launch a campaign for more steps of decentralization in the society. As well, direct elections of governors are necessary, needing a clear working guideline and structure. An achievement of this project will allow target participants and Thai public to be more participative in decentralization through local democracy. Policy-makers will also get sensitized to their legislative representation and service functions towards the citizens.

The Office of the Public Sector Development Commission or the OPDC has continuously moved forward to establish the open government in Thailand and promoted the public participation in many activity formats for the development of the public sector. With the guideline of the International Association for Public Participation (IAP2), the OPDC has developed the indicators to measure the increase of civic participation in the country’s policy-making process.

Steering the Course of Digitalization

A Thai-German Exchange on Chances & Challenges of Digital Economy

Konrad-Adenauer-Stiftung (KAS) Office Thailand in cooperation with the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) and the Asian Governance Foundation (AGF) co-hosted a roundtable discussion titled “Steering the Course of Digitalization: A Thai-German Exchange on Chances and Challenges of Digital Economy” on 15 February 2024. The event informed about the current state of affairs, pressing challenges to overcome, as well as opportunities for future development and cooperation with respect to digitalization in both countries.

To mobilise the Open Government in Thailand more effectively, inclusively and continuously, the Office of the Public Sector Development Commission or OPDC organised a series of workshops and hackathon event last year to improve the public services and performance of the public sector. The focal topic this time was how to increase road safety in Thailand through the innovative and sustainable methods in order to reduce damage to life and property which has also affected the social and economic development of the country as a whole.

Besuch von MdB Serap Güler in Thailand

Frau Serap Güler MdB, Mitglied der CDU/CSU-Bundestagsfraktion, reiste vom 30. bis 31. Oktober nach Bangkok, um auf Einladung der Konrad-Adenauer-Stiftung Thailand an einem Dialogprogramm teilzunehmen. Frau Güler ist u.a. stellv. Vorsitzende des Afghanistan-Untersuchungsausschusses im Bundestag und Mitglied des Verteidigungsausschusses. In diesem ist sie zudem Berichterstatterin für Asien. Der Schwerpunkt ihres Besuches in Bangkok lag daher auf Sicherheitsfragen in den Bereichen Außenpolitik und internationale Beziehungen, Handel und Wirtschaft sowie Wahlen und Bürgerpartizipation.

Europe-in-Review (EiR) Seminar

Am 5. Oktober 2023 veranstalteten das German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) und die Asian Governance Foundation (AGF) ein Seminar mit dem Titel "Die neue europäische ESG-Lieferkettenverordnung und ihre Auswirkungen auf Thailand". Das Event in Bangkok wurde in enger Kooperation mit dem Thailand Büro der Konrad-Adenauer-Stiftung (KAS) organisiert und durchgeführt. Die Veranstaltung informierte über die Inhalte der neuen EU-Lieferkettenrichtlinie (Corporate Sustainability Due Diligence Directive, CSDDD), dem jüngsten Regelwerk im Bereich Umwelt, Soziales und Unternehmensführung (engl.: ESG), und erörterte die resultierenden Auswirkungen auf relevante Akteure sowohl in Thailand als auch in der EU. Im Rahmen des Seminars, das unter Chatham House Regeln stattfand, waren drei Redner eingeladen: Petros Sourmelis von der EU-Delegation in Thailand, Kelvin Sergeant von der International Labour Organization und Henning Glaser vom German-Southeast Asian Center of Excellence for Public Policy and Good Governance. Das Seminar wurde von Assoc. Prof. Dr. Jaruprapa Rakpong von der juristischen Fakultät der Thammasat Universität moderiert. Unter den Teilnehmern im Publikum befanden sich Vertreter internationaler Organisationen, der Zivilgesellschaft, von Regierungsbehörden, Medien, ausländischen Botschaften, der Wissenschaft und der Wirtschaft.

Stärkung des Potenzials und der Wettbewerbsfähigkeit von Unternehmen aus den lokalen Gemeinschaften

Die Anwendung des Prinzips der sozialen Marktwirtschaft in Thailand

Von August bis September 2023 führte die Population and Community Development Association (PDA) mit Unterstützung der KAS die zweite Phase des Projekts "Business for Social and Environmental Development" durch. Die Aktivitäten fanden in den Zielgebieten mit Hilfe der PDA-Zentren für gemeindebasierte integrierte ländliche Entwicklung (CBIRD) in sieben Projektprovinzen statt.

ASEAN Community Center of the Secretariat of the House of Representatives and UNDP Thailand, with the support of KAS Thailand Office, held a seminar on 18 September 2023 to validate the report on “Climate Change: Adaptation and Management to Mitigate Impacts on Vulnerable Groups According to the Principle of Leaving No One Behind”. The report was compiled from information and data gathered in the previous activities which had been implemented in Chiang Mai, Songkla, and Bangkok in the beginning of the year. Among participants, there were parliamentary and ministerial officials, diplomats, and also representatives from Thai civil society.
