Promoting Citizenship and Participation in Local Governance in Thailand

Workshop on Local Administration and Decentralisation

To appropriately promote democracy, citizens must first understand their rights and duties as citizens. This understanding is crucial for stable and sustainable democratic learning. Local governance plays a key role in this learning process due to its proximity and accessibility, making it easier for citizens to engage and follow developments compared to the national governance, which is still complex and distant.

The 20-Year Master Plan of the Administrative Court (2018–2037) sets forth the vision of the Administrative Court to “Delivering administrative justice with fairness, efficiency, and modernity to promote good governance in society and to become a centre of excellence in administrative justice.” One of the key goals to be achieved by the end of fiscal year 2027 is for the Administrative Court to have a fully developed electronic administrative court system (e-Admincourt).

Parliamentary offices are required to function as learning organizations by continuously developing and utilizing internal knowledge. This principle is fundamental to enhancing the overall effectiveness of parliamentary operations. In alignment with the initiative to advance towards a SMART Parliament, the Secretariat of the House of Representatives (SNA), with the support of the Konrad Adenauer Stiftung (KAS), intends to organize a workshop focused on the integration of Artificial Intelligence (AI), including Generative AI, into the Secretariat’s operations. This initiative aims to enhance data analysis capabilities and streamline work processes, thereby enabling personnel to perform their duties with greater efficiency and effectiveness in support of parliamentary functions.

Evaluation Seminar on the Provincial Administrative Organisation Feb-1 Elections

Decentralisation and Local Administration

The February 1 Provincial Administrative Organization (PAO) elections in Thailand marked a pivotal moment in the country’s local governance landscape. Held across 47 provinces for both PAO chairpersons and councilors—and in 29 provinces for councilors only—the elections were seen as a step toward decentralization and a potential precursor to broader reforms, such as electing governors outside Bangkok. However, the process revealed several systemic issues: voter turnout was lower than expected at 58%, and ballot inconsistencies led to a significant number of invalid and blank votes. Despite allegations of vote-buying, no formal complaints were filed, raising concerns about electoral transparency and public trust.

Cultivating Awareness in Young Student Network Building

The Secretariat of the National Assembly (SNA) and Konrad Adenauer Foundation (KAS) are working collaboratively to provide civic education that equips youth with the knowledge and understanding needed to become engaged, responsible citizens and future contributors to democratic politics. They also support the Parliamentary Democracy Youth Network by enhancing members' teamwork skills and expanding their membership base. This year, both organisations will jointly participate in an event focused on civic education, with a particular emphasis on strengthening youth networks. These efforts are expected to contribute to a more robust and sustainable promotion of democracy.

Youth Charter on Youth Participation in Thailand’s Social Protection System

Next Steps to Advance Social Justice and Bring About Opportunities for Country Prosperity

The final output from the project “Youth Deliberation Hackathon: Shaping Their Role in Social Protection Systems” in the format of a Youth Charter is now here, under the cooperation between the Faculty of Political Science of Thammasat University and KAS Thailand. The Charter, compiled from the pitched ideas and recommendations presented and discussed in the two-day hackathon activity in November 2025, portrayed collective demands and proposals that synthesise agenda priorities, prototype solutions, and pathways for embedding youth voices across Thailand’s welfare governance system. It also frames youth’s contributions within a broader deliberative system, aligning with theory on systemic deliberative democracy while offering practical insights for reforming Thailand’s participatory governance.

Politikempfehlungen aus der Hackathon-Aktivität

Beim Climate Change Hackathon, organisiert von der Fakultät für Politikwissenschaft und öffentliche Verwaltung der Chiang Mai University mit Unterstützung der Konrad-Adenauer-Stiftung Thailand, kamen am 13. August Lehrer und Schüler aus Chiang Mai zusammen. Sie erhielten Einblicke in die Gestaltung von öffentlichen Politiken sowie in Fragen der regionalen Zusammenarbeit in Südostasien. Die Teilnehmer lernten von politischen Entscheidungsträgern und Fachleuten aus unterschiedlichen Bereichen. Anschließend erhielten sie von den Moderatoren die Aufgabe, in Teams zu arbeiten, Ideen zu sammeln und in einem Hackathon-ähnlichen Wettbewerb politische Lösungen zur Minderung der Auswirkungen des Klimawandels zu entwickeln.

Ergebnisse der Workshopreihe zur offenen und innovativen öffentlichen Verwaltung in Thailand

Die KAS Thailand hat sich in Zusammenarbeit mit dem Büro der thailändischen Kommission für die Entwicklung des öffentlichen Sektors (Office of the Public Sector Development Commission of Thailand, OPDC) ständig dafür eingesetzt, eine offene Regierung in Thailand zu etablieren und die Beteiligung der Öffentlichkeit am Politikprozess sowie an der Entwicklung des öffentlichen Sektors durch zahlreiche Aktivitätsformate zu fördern. Die Workshopreihe bot den lokalen Bürgern und der Zivilgesellschaft sowohl in Saraburi Provinz als auch in der Nachbarprovinz Raum für Diskussionen und den direkten Austausch mit den zuständigen Regierungsstellen und privaten Unternehmen, die sich mit der Karbonisierung und der Waldbewirtschaftung in dem Gebiet beschäftigen.

European and Southeast Asian Views on Current Geopolitical Shifts amid Great Power Rivalries

The Konrad-Adenauer-Stiftung (KAS) Office Thailand, in cooperation with the Faculty of Political Science and Public Administration at Chiang Mai University, hosted a roundtable discussion titled "Navigating the Nexus: European and Southeast Asian Views on Current Geopolitical Shifts amid Great Power Rivalries." This event took place at the Faculty of Political Science and Public Administration, Chiang Mai University, on August 7, 2024. The roundtable explored the relationship between the EU and the Mekong Subregion across multiple dimensions. The Mekong Subregion in Southeast Asia has emerged as a significant focal point in global geopolitics, heavily influenced by international political dynamics and major power rivalries. As strategic interests in the region have intensified, the EU has navigated this complex landscape, balancing economic competition with cooperation to enhance its presence in Southeast Asia and its subregions. The discussion addressed three critical questions that shaped the EU's engagement in the Mekong Subregion and Southeast Asia's response to the increasing interest. These key topics included 1) strategic partnerships and opportunities for cooperation, 2) trade cooperation and economic security, and 3) future scenarios with policy recommendations. The dialogue featured perspectives from both Thailand and the EU, encompassing views from government, community-based organizations, and academia.

In Zusammenarbeit mit dem German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) und der Asian Governance Foundation veranstaltete das Auslandsbüro Thailand der Konrad-Adenauer-Stiftung (KAS) am 27. März ein Rundtischgespräch mit dem Titel „Strengthening Economic Security: Europäische und südostasiatische Perspektiven zur Bewältigung der neuen Normalität in globalen Lieferketten“. Die Veranstaltung lieferte Einblicke in die sich wandelnde Landschaft der globalen Lieferketten und erkundete Strategien zur Resilienz und Anpassung angesichts zunehmender Herausforderungen.

Das Auslandsbüro Thailand der Konrad-Adenauer-Stiftung (KAS) veranstaltete in Zusammenarbeit mit dem German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) und der Asian Governance Foundation (AGF) am 15. Februar 2024 ein Roundtable-Gespräch mit dem Titel "Steering the Course of Digitalization: A Thai-German Exchange on Chances and Challenges of Digital Economy“. Die Veranstaltung informierte über den aktuellen Stand der Digitalisierung in Thailand und Deutschland, dringende Herausforderungen, sowie Chancen für die zukünftige Entwicklung und Zusammenarbeit im Bereich der Digitalisierung in beiden Ländern.

Recommendations for Improvement of Public Services: Collaboration for Thailand’s Better Road Safety

To mobilise the Open Government in Thailand more effectively, inclusively and continuously, the Office of the Public Sector Development Commission or OPDC organised a series of workshops and hackathon event last year to improve the public services and performance of the public sector. The focal topic this time was how to increase road safety in Thailand through the innovative and sustainable methods in order to reduce damage to life and property which has also affected the social and economic development of the country as a whole.
