In the framework of the project “Promoting people’s participation and governance in Vietnam through the Association of Cities of Vietnam” implemented by the Konrad-Adenauer-Stiftung (KAS) and the Association of Cities of Vietnam (ACVN) with the support of the European Union, a four-day training course on “Improved Public Information and Administration Services and Better Performance of One-Stop-Shops (OSS)” will be conducted from 29th June to 02nd July 2010 at the Dien Luc Hotel, Hanoi.

Targeted at civil servants working in the field of “public communication and administrative service delivery and at the OSS centers, 25 civil servants from city and ward/commune level of the cities of Viet Tri, Thai Nguyen, Ha Giang, Dien Bien Phu and Muong Lay will participate in this four-day integrated training course.

The training course aims to provide civil servants with knowledge and skills which are important for the improvement of their daily performance of providing information to the citizens and to improve their skills and knowledge in the effective delivery of public administrative services at the OSS centers. Topics to be covered during the four days course include trends in public service delivery, the formulation of a code of conduct for OSS centers, communication skills in dealing with citizens (listening, speaking and moderation/skills), handling of inquiries and complaints as well as access to and transparency of information.

At the last day of the training course the course participants are going to develop an action plan to apply the skills and tools learned during the course to their daily work.

Likewise, the training course is a chance for participants to share their local experience in coordination between the unit for receiving and returning document application and the other functional divisions.

Guided by a team of trainers with extensive knowledge and experience in delivering training courses to civil servants on the topic of public administration services from the National Academy of Public Administration (NAPA), participants will be provided practical and principle information, techniques and skills through the use of a combination of active learning methods (presentations, group exercises, simulation games, role-play and personal assignments) aiming at active participation and involvement of participants.
