Human Rights Day is observed every year to commemorate the day on which the UN General Assembly adopted the Universal Declaration of Human Rights. In the effort to promote human rights in Vietnam, KAS has supported the Ministry of Justice to organize the consultative seminar on provisions of the draft penal code on crimes of infringing upon human rights. Despite the fact that important human rights are laid down in the Vietnamese constitution, they are not regulated by the Penal Code. The seminar participants agreed to criminalize the actions violating free speech and free press, the right to access information, to demonstrate, to vote at public opinion polls. This move is praised by local lawyers as matching with the country’s development towards rule of law and realizing Vietnam’s commitment to international conventions on human rights.
