In the framework of the project “Promoting people’s participation and governance in Vietnamese Cities” implemented by the Konrad-Adenauer-Stiftung (KAS) and the Association of Cities of Vietnam (ACVN) with the support of the European Union, a four day training course on “Participatory Detailled Urban Planning” will be conducted for 25 civil servants from Thai Nguyen, Lang Son, Dien Bien Phu, Bac Giang, Bim Son and Muong Lay from the 03rd to the 06th of August 2010 at the Dien Luc Hotel in Hanoi.

The training course, developed by a team of national, international and local experts and tested in one pilot municipality, aims at providing civil servants, in charge of urban planning at the city and communal level, with knowlegde and skills for effective community participation in the urban planning process.

After the training course the participants shall better understand the basic concepts of community participation, identify the importance, benefits and the challenges in mobilizing the local community in detailed urban planning.

They shall be better prepared to understand and apply the laws and regulations of participatory urban planning. Furthermore the participants will be enabled to apply in their local context some of the most basic methods and techniques to mobilize the community and to effectively disseminate information about the detailed urban planning process.

Based on an action plan for application of the training content in their local context, the project will then at a later stage monitor the progress of the implementation of the action plans.
