Training Course for Vietnamese Civil Servants

Promoting People's participation and effective implementation of the Grassroots Democracy Ordinance

The Konrad-Adenauer-Stiftung and the Association of Vietnamese Cities organise a 04 day training course for civil servants from 05 cities to strengthen the cities capacity to better promote people's participation in their localities.

In the framework of the project “Promoting people’s participation and governance in Vietnam" implemented by the Konrad-Adenauer-Stiftung (KAS) and the Association of Cities of Vietnam (ACVN) with the support of the European Union, the four-day training course on “Promoting People’s Participation and the effective Implementation of the Grassroots democracy Ordinance in Vietnamese Cities” will be conducted from 20th July to 23rd of July 2010 at the La Thanh Hotel in Hanoi.

Targeted at civil servants working in the sector of Grass Roots Democracy implementation, 24 civil servants from the city and commune level from Lang Son, Ninh Binh, Nam Dinh and Phu Ly will participate in this four-day integrated training course.

The training course aims to provide civil servants with knowledge and skills relevant for the improvement of the implementation of Grassroots Democracy Ordinance (GRDO) in their localities. The GRDO is a legal framework for improving the communication and consultation mechanisms of the local authorities with their citizens and other stakeholders. The training course covers topics as the concept and rational for people’s participation, the responsibility of stakeholders in informing and involving citizens and the tools and techniques to promote effective citizens participation. Based on a SWOT (Strengths-Weaknesses, Opportunities, Threats) analysis on how the legal framework is currently implemented in each locality, the participants learn to develop a realistic plan for enhancing the effectiveness of the currently used tools and techniques to interact with the citizens and promote participation.

Likewise, the training course is a chance for participants to share their different local experiences in implementing the Grassroots Democracy Ordinance.

Guided by a team of trainers with extensive knowledge and experience in delivering training courses to civil servants, participants will be trained by a combination of active learning methods (presentation, group exercises, simulation, role-play and personal assignments) highlighting the participatory process of participants.
