Building Sustainable Partnerships for the Mekong Future

The Mekong Sub-region—comprising Viet Nam, Cambodia, Laos, Myanmar, and Thailand—stands at a critical juncture amid shifting global dynamics and intensifying great power competition. As traditional partnership frameworks face growing challenges, questions arise about their continued relevance and effectiveness in today’s geopolitical landscape. To address these pressing concerns, the Diplomatic Academy of Vietnam, in collaboration with the Konrad Adenauer Stiftung Vietnam, will host the Forum on "Building Sustainable Partnerships for the Mekong Future" on 26 September 2025 in Ha Noi.

Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences

As Vietnam continues its dynamic journey of deep integration into the global economy, the influx of foreign investment has brought both opportunities and challenges. Among the most pressing challenges are international investment disputes involving the Vietnamese Government and its agencies - issues that, if not effectively addressed, could undermine the country’s investment climate and long-term development goals. In response to this growing concern, and in alignment with key political and legal directives - including Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and the Prime Minister’s Decision No. 1960/QĐ-TTg (2020) - this training course on “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam and International Experiences” is designed to equip public officials with the essential legal knowledge and practical skills needed to navigate complex investment disputes. By fostering a deeper understanding of Vietnam’s international commitments and drawing on global best practices, the course aims to enhance the capacity of ministries and governmental bodies to safeguard national interests and uphold the rights of all stakeholders in the investment landscape.

Strengthening legal implementation to support Vietnam’s modern development goals

Workshop co-organized by KAS and Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations, Ministry of Justice

The workshop "Enhancing the effectiveness of law implementation organization to meet national development goals in the new era" is designed to evaluate the current landscape of law enforcement monitoring and to identify opportunities for innovation and improvement in response to emerging governance challenges. Its overarching aim is to strengthen the role of law enforcement monitoring as a strategic tool in public administration and in advancing the development of a socialist rule-of-law state. Through a comprehensive review of legal implementation practices, the event will generate actionable recommendations to enhance enforcement effectiveness and support the refinement of the legal system. In addition, the workshop will serve as a platform for professional development, helping to build the capacity and expertise of officials responsible for law enforcement monitoring at both central and local levels.

How FDI inflows contribute to the industrialisation in Vietnam?

Joint research by National Institute for Economics and Finance, Ministry of Finance and KAS Vietnam

Foreign Direct Investment (FDI) has been and continues to be one of the most important driving forces behind Vietnam’s industrialization and modernization over the past three decades, since the country adopted the Đổi Mới (Renovation) policy in 1986. This capital flow has not only contributed to economic growth but also brought technology, management knowledge, created jobs, and helped Vietnam gradually integrate more deeply into global value chains. However, the limitations of FDI in supporting industrialization in Vietnam have also become apparent. Many FDI projects still focus heavily on processing and assembly activities with low added value; technology transfer and linkages with domestic enterprises remain weak; and Vietnam’s exports are heavily dependent on the FDI sector.

Course building workshop on "Foreign Policy Analysis"

Course building on "Foreign Policy Analysis" (FPA) is a 3-years joint project of Konrad-Adenauer Stiftung Vietnam and Diplomatic Academy of Vietnam with the aim of incorporating FPA in the International Relations (IR) curriculum at Diplomatic Academy of Vietnam. Against this background, a two-day workshop was successfully organized in Ho Chi Minh city on 25th & 26th November 2022. The workshop served as a forum for exchanging ideas among Vietnamese scholars and researchers, and with their foreign colleagues about the syllabus of the FPA course.

Dissemination research's findings

Legal framework promoting circular econmy in the area of waste management

On 27th October, the dissemination workshop on the research’s findings about the legal framework promoting circular economy in the area of waste management was organized in Hanoi. The research conducted this year, 2022, is under a three – year joint project between KAS Vietnam and Institute of State and Law on “Legal framework promoting circular economy for sustainable development: International experiences and implications for Vietnam”. In the first project year, the area of focus is waste management.

The South China Sea International Conference is an annual international conference organized by the Diplomatic Academy of Vietnam (DAV) with the support and partnership of KAS Vietnam.

Workshop "Improving the Verification of the Settlement of State and Local Budgets"

Since 2019, under the pillar of Representation and Participation, Konrad-Adenauer-Stiftung Vietnam together with the Finance and Budget Committee of National Assembly has been cooperating to organize a number of nationwide training workshops on State and Local Budget verification. Improving capacity for deputies in verifying the settlement of State and Local Budget is the determination of the NA’s Finance and Budget Committee in boosting the efficiency of overseeing public expenditure; KAS Vietnam takes the honor to support these activities with the belief that the transparent and effective use of public finance is the key for good governance.

9th Ocean Dialogue: Marine Scientific Research

Confidence Building and Environment Sustainability

On 5th October 2022, Konrad-Adenauer-Foundation in collaboration with the Diplomatic Academy of Vietnam and the British Embassy Hanoi successfully organized the Ocean Dialogue 9 in Nha Trang City, located at the South China sea which is home to an abundant and diverse group of marine species and ecosystems. The event that focused on “Marine scientific research: Confidence building and environment sustainability” was attended by hundred on-the-ground participants and about 200 hundred online-attendants. The full-day-conference was divided into 4 sessions, each of them featuring interesting discussions from experts from Asia, Europe and America. For a long period, marine scientific research has been advocated as an area of common interest to restore ocean sustainability and build confidence among coastal states.

ASEAN Centrality in addressing the challenges in the Mekong sub-region

On September 27th 2022, the Konrad-Adenauer-Stiftung and the Institute for Foreign Policy and Strategic Studies (IFPSS) of the Diplomatic Academy of Vietnam jointly organized the second Mekong Forum about "ASEAN's centrality in addressing the challenges of the Mekong Sub-region". As the Mekong issue plays an imperative role for the whole Southeast Asian region, the ASEAN Mekong Basin Development Cooperation (AMBDC) was established in 1996. However, it has made no significant progress compared to other dynamic mechanisms in the sub-region.

In Vietnam führen die Abgeordneten der Nationalversammlung vor und nach ihren Sitzungen regelmäßig Treffen mit den Wählerinnen und Wählern durch. Die Kommission für Volkspetitionen des Ständigen Ausschusses der Nationalversammlung (CPP) ist neben den Delegationen der Abgeordneten, den Volksräten und den Vaterlandsfronten die erste und wichtigste Anlaufstelle für die Bearbeitung von Volksbegehren.
