As traditional partnership frameworks face growing challenges, questions arise about their continued relevance and effectiveness in today’s geopolitical landscape. To address these pressing concerns, the Diplomatic Academy of Vietnam, in collaboration with the Konrad Adenauer Stiftung Vietnam, will host the Forum on "Building Sustainable Partnerships for the Mekong Future" on 26 September 2025 in Ha Noi.

Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences

As Vietnam continues its dynamic journey of deep integration into the global economy, the influx of foreign investment has brought both opportunities and challenges. Among the most pressing challenges are international investment disputes involving the Vietnamese Government and its agencies - issues that, if not effectively addressed, could undermine the country’s investment climate and long-term development goals. In response to this growing concern, and in alignment with key political and legal directives - including Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and the Prime Minister’s Decision No. 1960/QĐ-TTg (2020) - this training course on “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam and International Experiences” is designed to equip public officials with the essential legal knowledge and practical skills needed to navigate complex investment disputes. By fostering a deeper understanding of Vietnam’s international commitments and drawing on global best practices, the course aims to enhance the capacity of ministries and governmental bodies to safeguard national interests and uphold the rights of all stakeholders in the investment landscape.

Strengthening legal implementation to support Vietnam’s modern development goals

Workshop co-organized by KAS and Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations, Ministry of Justice

The workshop "Enhancing the effectiveness of law implementation organization to meet national development goals in the new era" is designed to evaluate the current landscape of law enforcement monitoring and to identify opportunities for innovation and improvement in response to emerging governance challenges. Its overarching aim is to strengthen the role of law enforcement monitoring as a strategic tool in public administration and in advancing the development of a socialist rule-of-law state. Through a comprehensive review of legal implementation practices, the event will generate actionable recommendations to enhance enforcement effectiveness and support the refinement of the legal system. In addition, the workshop will serve as a platform for professional development, helping to build the capacity and expertise of officials responsible for law enforcement monitoring at both central and local levels.

How FDI inflows contribute to the industrialisation in Vietnam?

Joint research by National Institute for Economics and Finance, Ministry of Finance and KAS Vietnam

Foreign Direct Investment (FDI) has been and continues to be one of the most important driving forces behind Vietnam’s industrialization and modernization over the past three decades, since the country adopted the Đổi Mới (Renovation) policy in 1986. This capital flow has not only contributed to economic growth but also brought technology, management knowledge, created jobs, and helped Vietnam gradually integrate more deeply into global value chains. However, the limitations of FDI in supporting industrialization in Vietnam have also become apparent. Many FDI projects still focus heavily on processing and assembly activities with low added value; technology transfer and linkages with domestic enterprises remain weak; and Vietnam’s exports are heavily dependent on the FDI sector.

Workshop zu Rechtsentwicklung im Jugendstrafrecht in Vietnam

In den letzten Jahren hat Vietnam große Fortschritte bei der Verbesserung des Rechtssystems für Jugendliche gemacht, sei es für jugendliche Straftäter oder für minderjährige Opfer und Zeugen in Strafsachen. Einige wichtige Gesetze wie das Strafgesetzbuch, das Strafverfahrensgesetz, das Gesetz über die Vollstreckung von Strafurteilen, das Kindergesetz, das Gesetz über die Organisation der Volksgerichte usw. wurden geändert, um das Verfahren freundlicher zu gestalten und die Interessen der Jugendlichen zu schützen.

Bewertung der 500 größten vietnamesischen Privatunternehmen

Die KAS Vietnam und das Nationale Zentrum für sozioökonomische Informationen und Prognosen (NCIF) veröffentlichten eine Studie zur Bewertung der Leistung der 500 größten vietnamesischen Privatunternehmen (VPE500). In der Studie werden die 500 größten vietnamesischen Privatunternehmen anhand von drei Kriterien ermittelt: Größe der Belegschaft, Gesamtvermögen und Umsatz. Die Forscher analysierten die Leistung der VPE500, um eine Momentaufnahme ihrer aktuellen Situation sowie ihres Verhältnisses zum Rest des privaten Sektors zu erhalten.

Innovation für integrierte Sicherheitspolitik und Existenzsicherung vor und nach COVID-19 (IFNSP)

Ein Wettbewerb für Bachelorstudierende

Seit 2020 führt die Konrad-Adenauer-Stiftung Vietnam in Zusammenarbeit mit der Universität für Sozial- und Geisteswissenschaften in Hanoi ein langfristiges jugendorientiertes Projekt in Form eines Wettbewerbs mit dem Thema "Innovation für integrierte Sicherheitspolitik" durch, mit dem Ziel, "integrierte/vernetzte Sicherheitspolitik" der Öffentlichkeit vertrauter zu machen. Nach dem Erfolg des ersten Wettbewerbs zum Thema "Umgang mit Ernährungsunsicherheit und Klimawandel", konzentrierte sich der zweite Wettbewerb in diesem Jahr 2022 auf das Thema "Sicherung der Existenzgrundlage/des Lebensunterhalts während und nach COVID-19".

Der "8. Ocean Dialogue - 40 Jahre UNCLOS: Förderung der maritimen Zusammenarbeit in Südostasien"

Der alljährliche "Ocean Dialogue" ist eines der führenden Kooperationsprogramme zwischen der Konrad-Adenauer-Stiftung (KAS) Vietnam und der Diplomatic Academy of Vietnam (DAV). Das Fundament jedes "Ocean Dialogue" bildet ein spezifisch präsenter Themenschwerpunkt. Ziel der "Ocean Dialogue-Reihe" ist, durch neu gewonnene Eindrücke und Wissenserweiterung, aber auch durch multiperspektivische Neubetrachtung des Meeres, die zentrale Bedeutung der internationalen Gewässer/der Meere hervorzuheben. Besonders maritime Fragen sind für die Länder, die rund um das Südchinesische Meer angesiedelt sind, von großer Bedeutung. In Anbetracht dessen ist dieses Thema ist nicht nur regional von hoher Relevanz, sondern ebenso von gleicher Bedeutung für die ganze Welt.

„Vietnam als Partner Deutschlands für eine regelbasierte internationale Ordnung?"

Im Rahmen einer der ersten Delegationsreisen aus Asien seit Beginn der Corona-Pandemie, veranstaltete die Konrad-Adenauer-Stiftung (KAS) am 16. Mai 2022 eine Paneldiskussion zum Thema: „Vietnam als Partner Deutschlands für eine regelbasierte internationale Ordnung?“. Offizielle Vertreter und Experten aus Vietnam und Deutschland tauschten sich zur „strategischen Partnerschaft“ zwischen den beiden Ländern und spezifischen außen- und sicherheitspolitischen Chancen und Herausforderungen aus.

US - China Competition in the Southeast Asia

On May 11th 2022, Konrad-Adenauer-Stiftung Vietnam and Diplomatic Academy of Vietnam jointly held the 19th edition of the China talk series. Until now, 18 China Talks have been carried out with different topics ranging from China’s foreign and security affairs to domestic politics such as analyzing the Communist Party Congresses or assessing Chinese Soft Power. And the 19th edition focused on US - China Competition in the Southeast Asia.

Developing non-conviction-based confiscation mechanism in Vietnam

On May 12th 2022, Konrad-Adenauer Stiftung Vietnam and Criminal and Administrative Legislation Department, Ministry of Justice jointly held the seminar on “Developing non-conviction-based confiscation mechanism in Vietnam”. Non-conviction recovery mechanisms can be considered as a breakthrough solution to enhance the efficiency and effectiveness of money and asset recovery. Nevertheless, property confiscation without criminal proceedings is a complex measure that affects property rights and requires synchronization with other mechanisms and institutions such as asset control, income control, transaction control, non-cash payment system and anti-money laundering.

Enhancing the effective implementation of the International Covenant on Civil and Political Rights

The International Covenant on Civil and Political Rights (ICCPR) is one of the most important international treaties on human rights to which Vietnam has been a member state since 1982. Upon the recommendations of the UN Human Rights Committee on the 3rd National Report on the Implementation of ICCPR, Prime Minister issued Decision No. 1252/QD-TTg on 26/9/2019 approving a national Action Plan “Enhancing the effective implementation of the International Covenant on Civil and Political Rights and the recommendations of the United Nations Commission on Human Rights” (hereinafter referred to as the Action Plan).

HOPE Project - 1st Hybrid Conference

Policies and practices to engage with building users in creating well-being and sustainable living environment in Vietnamese cities

On 20 April, the 3-year-cooperation project "Health-oriented policies and sustainable building practices to promote well-being and green urban governance in Vietnam (HOPE)” between Konrad-Adenauer Stiftung Vietnam (KAS), Hanoi University of Civil Engineering (HUCE) and the University of Hamburg (Germany) was kicked-off with a hybrid webinar. The topic was "Policies and practices to engage with building users in creating well-being and sustainable living environment in Vietnamese cities".
