Building Sustainable Partnerships for the Mekong Future

The Mekong Sub-region—comprising Viet Nam, Cambodia, Laos, Myanmar, and Thailand—stands at a critical juncture amid shifting global dynamics and intensifying great power competition. As traditional partnership frameworks face growing challenges, questions arise about their continued relevance and effectiveness in today’s geopolitical landscape. To address these pressing concerns, the Diplomatic Academy of Vietnam, in collaboration with the Konrad Adenauer Stiftung Vietnam, will host the Forum on "Building Sustainable Partnerships for the Mekong Future" on 26 September 2025 in Ha Noi.

Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences

As Vietnam continues its dynamic journey of deep integration into the global economy, the influx of foreign investment has brought both opportunities and challenges. Among the most pressing challenges are international investment disputes involving the Vietnamese Government and its agencies - issues that, if not effectively addressed, could undermine the country’s investment climate and long-term development goals. In response to this growing concern, and in alignment with key political and legal directives - including Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and the Prime Minister’s Decision No. 1960/QĐ-TTg (2020) - this training course on “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam and International Experiences” is designed to equip public officials with the essential legal knowledge and practical skills needed to navigate complex investment disputes. By fostering a deeper understanding of Vietnam’s international commitments and drawing on global best practices, the course aims to enhance the capacity of ministries and governmental bodies to safeguard national interests and uphold the rights of all stakeholders in the investment landscape.

Strengthening legal implementation to support Vietnam’s modern development goals

Workshop co-organized by KAS and Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations, Ministry of Justice

The workshop "Enhancing the effectiveness of law implementation organization to meet national development goals in the new era" is designed to evaluate the current landscape of law enforcement monitoring and to identify opportunities for innovation and improvement in response to emerging governance challenges. Its overarching aim is to strengthen the role of law enforcement monitoring as a strategic tool in public administration and in advancing the development of a socialist rule-of-law state. Through a comprehensive review of legal implementation practices, the event will generate actionable recommendations to enhance enforcement effectiveness and support the refinement of the legal system. In addition, the workshop will serve as a platform for professional development, helping to build the capacity and expertise of officials responsible for law enforcement monitoring at both central and local levels.

How FDI inflows contribute to the industrialisation in Vietnam?

Joint research by National Institute for Economics and Finance, Ministry of Finance and KAS Vietnam

Foreign Direct Investment (FDI) has been and continues to be one of the most important driving forces behind Vietnam’s industrialization and modernization over the past three decades, since the country adopted the Đổi Mới (Renovation) policy in 1986. This capital flow has not only contributed to economic growth but also brought technology, management knowledge, created jobs, and helped Vietnam gradually integrate more deeply into global value chains. However, the limitations of FDI in supporting industrialization in Vietnam have also become apparent. Many FDI projects still focus heavily on processing and assembly activities with low added value; technology transfer and linkages with domestic enterprises remain weak; and Vietnam’s exports are heavily dependent on the FDI sector.

ASSESSMENT OF TOP 500 VIETNAMESE PRIVATE ENTERPRISES (VPE500 – REPORT 2025)

Hanoi, November 6, 2025 - Konrad-Adenauer-Stiftung Vietnam and the National Institute for Economics and Finance (NIEF) under the Ministry of Finance co-hosted the workshop “Assessment of Top 500 Vietnamese Private Enterprises (VPE500 – Report 2025)”. The event brought together policymakers, economists, business executives, and researchers to discuss new evidence on the structure, performance, and policy environment of Vietnam’s largest private enterprises.

DOI MOI TURNS 40: REVISITING VIETNAM’S TRANSITION AND ITS FOREIGN POLICY

Hanoi, 7 November 2025 – The Konrad-Adenauer-Stiftung Vietnam, in partnership with the Diplomatic Academy of Vietnam (DAV), hosted an international conference titled “DOI MOI TURNS 40: REVISITING VIETNAM’S TRANSITION AND ITS FOREIGN POLICY”. The conference gathered senior diplomats, renowned Vietnamese and international scholars, and emerging researchers for a dynamic dialogue on Vietnam’s socio-economic transformation and its evolving role on the world stage.

In the context of establishing a public lawyer institution in Vietnam

On November 7, 2025, the Konrad-Adenauer-Stiftung Vietnam, in cooperation with the Ministry of Justice’s Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations, hosted a conference titled “Enhancing the Role and Competence of Legal Affairs Professionals in the Context of Establishing a Public Lawyer Institution in Vietnam.” The event brought together more than 130 participants, including senior leaders from ministries, state-owned enterprises, local governments, and legal affairs officers from 20 provinces.

THE 17TH SOUTH CHINA SEA INTERNATIONAL CONFERENCE

UNITY IN UNCERTAINTIES

The 17th International Scientific Conference on the South China Sea, themed “Unity in Uncertainties,” was successfully held in Da Nang on 3–4 November 2025. The event brought together over 300 participants and featured a keynote session, six thematic panels, and four live commentaries, offering a comprehensive exploration of recent developments in the South China Sea and the broader region.

New Ho Chi Minh City: Governance-Modelle für eine integrierte Metropolregion entwickeln

Ho-Chi-Minh-Stadt befindet sich in einer Phase der Transformation. Die administrative und wirtschaftliche Reichweite der Stadt weitet sich zunehmend aus und integriert angrenzende Provinzen wie Binh Duong und Ba Ria–Vung Tau. Damit entsteht Vietnams erste integrierte Metropolregion ein polyzentrisches urbanes Modell, das innovative Formen der Governance sowie flexible institutionelle Strukturen erfordert. Vor dem Hintergrund dieser strategischen Entwicklung organisierte die Konrad-Adenauer-Stiftung Vietnam gemeinsam mit dem Research Institute for Socio-Economics (RISE) der Saigon University eine internationale Konferenz. Ziel war es, Governance-Modelle zu diskutieren und weiterzuentwickeln, die den Anforderungen des „New Ho Chi Minh City“ gerecht werden und eine nachhaltige, effiziente und zukunftsorientierte Metropolsteuerung ermöglichen.

RULE OF LAW GRUNDLAGE FÜR EINE MODERNE, HUMANE UND GLOBAL INTEGRIERTE GESELLSCHAFT

Angesichts geopolitischer Veränderungen, klimabedingter Risiken und schneller technologischer Entwicklungen bleibt die Rechtsstaatlichkeit ein zentraler Baustein nachhaltiger gesellschaftlicher Entwicklung. Sie schafft verlässliche Rahmenbedingungen, schützt grundlegende Rechte und stellt sicher, dass staatliches Handeln transparent und nachvollziehbar bleibt. Damit bildet sie eine wesentliche Grundlage für eine moderne, humane und global integrierte Gesellschaft.

VIETNAM’S DIPLOMATIC EQUILIBRIUM IM INDOPAZIFIK

Am 22. Oktober 2025 organisierte die Konrad-Adenauer-Stiftung Vietnam in Zusammenarbeit mit der University of Social Sciences and Humanities (USSH) der Vietnam National University, Hanoi, einen Forschungs-Workshop mit dem Titel „Vietnam’s Diplomatic Equilibrium: Navigating International Relations in the Indo-Pacific“. Der Workshop brachte internationale und nationale Wissenschaftlerinnen, Wissenschaftler und Expertinnen zusammen, um Vietnams außenpolitisches Gleichgewicht in einer sich rasch verändernden regionalen und globalen Lage zu diskutieren. Im Mittelpunkt standen strategische außenpolitische Prioritäten, sicherheitspolitische Entwicklungen sowie die Rolle Vietnams innerhalb der Indo-Pazifik-Region.

AsianSIL 10th BIENNIAL CONFERENCE 2025

EINE REGIONALE PLATTFORM FÜR JURISTISCHE ZUSAMMENARBEIT UND NORMENTWICKLUNG IN ASIEN

Hanoi, Vietnam Vor dem Hintergrund globaler Umbrüche und des wachsenden Einflusses Asiens fand vom 9. bis 10. Oktober 2025 die 10. Biennial Conference der Asian Society of International Law (AsianSIL) in Hanoi statt. Unter dem Konferenzthema „Strengthening the Role of International Law in Asia“ setzte sich die Veranstaltung mit zentralen Herausforderungen auseinander darunter geopolitische Spannungen, technologische Umbrüche und ökologische Krisen. Die Konferenz bot eine bedeutende Plattform für regionale Akteure, um ihre Perspektiven einzubringen und gemeinsam an der Weiterentwicklung internationaler Rechtsnormen in einem dynamischen Umfeld zu arbeiten.

NACHHALTIGE PARTNERSCHAFTEN FÜR DIE ZUKUNFT DES MEKONG AUFBAUEN

Da die Mekong-Region mit wachsenden Herausforderungen konfrontiert ist – von Klimawandel und Ressourcenwettbewerb bis hin zu sich verändernden geopolitischen Dynamiken – wird der Bedarf an widerstandsfähigen und zukunftsorientierten Partnerschaften immer dringlicher. Vor diesem Hintergrund fand am 26. September in Hanoi das Mekong International Forum 2025 unter dem Motto „Building Sustainable Partnerships for the Mekong Future“ statt. Das Forum brachte Diplomaten, Wissenschaftler und regionale Experten aus allen sechs Mekong-Anrainerstaaten – Kambodscha, China, Laos, Myanmar, Thailand und Vietnam – zusammen. Veranstaltet wurde es gemeinsam von der Konrad-Adenauer-Stiftung Vietnam und der Diplomatischen Akademie Vietnams (DAV). Das Forum diente als wichtige Plattform, um bestehende Kooperationsrahmen neu zu bewerten, die politischen Prioritäten internationaler Partner mit den regionalen Erwartungen abzugleichen, offenen Dialog zu fördern und neue Wege für die Zusammenarbeit in der Mekong-Region zu erschließen.

Vietnam stärkt rechtliche Kapazitäten zur Bewältigung internationaler Investitionsstreitigkeiten

Ho-Chi-Minh-Stadt, 22. September 2025 – Während Vietnam seine Rechtsreformen beschleunigt, um sich stärker an internationalen Standards auszurichten, rückt die Fähigkeit des Landes zur Bewältigung internationaler Investitionsstreitigkeiten in den Vordergrund. Dieses Engagement wird bei einer Schulungsveranstaltung hervorgehoben, die gemeinsam von der Abteilung für Internationales Recht des Justizministeriums und der Konrad-Adenauer-Stiftung (KAS) Vietnam im Rahmen des Deutsch-Vietnamesischen Rechtsstaatsdialogs ausgerichtet wurde.
