Workshop

Workshop on International experiences on preventing money laundering and terrorist financing

Co-organized by KAS Vietnam and Department of Criminal and Administrative Legislation, Ministry of Justice

The workshop will explore international experiences in developing and enforcing legal regulations to prevent and combat money laundering and the financing of terrorism. It will focus on enhancing the effectiveness of Vietnam’s Effectiveness Assessment Report and Technical Compliance Report. Specifically, the workshop will address areas where Vietnam currently falls short of Financial Action Task Force standards, particularly those related to the Ministry of Justice’s responsibilities. This includes regulations on money laundering (Recommendation No. 3), criminal penalties for acts related to the financing of terrorism (Recommendation No. 5), criminalization and financial penalties for the proliferation of weapons of mass destruction (Recommendation No. 7), and issues concerning the criminal liability of legal entities for money laundering and terrorist financing.

Neighborhood Planning and Design Towards Healthy Cities

Toolkit Launching event

The first collaborative project between KAS Vietnam and Hanoi University of Civil Engineering, titled “Health-oriented policies and sustainable building practices to promote well-being and green urban governance in Vietnam (HOPE),” is nearing completion. Initiated in 2022, the project has progressed through three phases, developing comprehensive and cross-cutting knowledge in health-oriented policies and sustainable building practices/green housing in Vietnamese cities. Additionally, both international and Vietnamese trans-disciplinary and interdisciplinary knowledge have been shared and exchanged. On Thursday, September 19th, final product of this project: The Toolkit for Neighborhood Planning and Design Towards Healthy Cities will be officially presented to relevant audiences.

Training course on preventing and resolving international investment disputes

The training course "Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences" is designed to impart comprehensive understanding and expertise in foreign investment legislation, uphold Vietnam’s pledges to international investment, and foster proactive engagement in the resolution of global investment conflicts. It also facilitates the sharing of insights that aid in addressing practical challenges encountered by legal professionals and public servants involved in the legal oversight and administration of foreign investment at the ministry and provincial levels.

ASEAN FUTURE FORUM 2024

Toward Fast and Sustainable Growth of a People-Centered ASEAN Community

Konrad-Adenauer-Stiftung Vietnam eagerly anticipates the inaugural ASEAN Future Forum 2024, scheduled to occur on April 23, 2024, in Ha Noi, Vietnam. The genesis of this Forum was unveiled by Prime Minister, H.E. Pham Minh Chinh, during the 43rd ASEAN Summit in September 2023. The Forum, under the theme “Toward fast and sustainable growth of a people-centered ASEAN Community” will discuss deliberations on the future of ASEAN in both practical and visionary ways in the context of fast, complex developments in the strategic landscapes of the region and the world. Konrad-Adenauer-Stiftung Vietnam is proud to lend its support to this groundbreaking initiative, which will draw the participation of esteemed government officials, policymakers, experts, practitioners, and pertinent stakeholders from ASEAN Member States. Additionally, the Forum will welcome ASEAN's external partners and allies, underscoring its inclusive and comprehensive approach. The Diplomatic Academy of Vietnam (DAV), in strategic collaboration with the Konrad-Adenauer-Stiftung Vietnam, assumes a pivotal role as the primary executor of this ASEAN Future Forum.

Roadmap to shorten the process and duration for annual state budget settlement

Workshop co-organized by KAS Vietnam and National Assembly's Finance and Budget Committee

The Finance and Budget Committee of the National Assembly is in charge of assessing the Government’s draft report on shortening state budget settlement process. The workshop aims to collect opinions/comments of policy-makers, national experts, and representatives of relevant agencies on the issue of State budget settlement. The workshop input will help the committee to better make a verification report on the budget settlement process to present at the NA sessions.

Revise the Law on Managing and Using State Capital to Invest in Production & Business at Enterprises

Workshop co-organized by KAS Vietnam and National Assembly's Finance and Budget Committee

The workshop aims to collect opinions/comments of policy-makers, domestic and foreign experts, and representatives of relevant agencies on the amendment of the Law on management and use of state capital invested in production and business activities at enterprises. The workshop will provide the National Assembly’s Finance and Budget Committee with theoretical, scientific and practical basis to assess the revised Law on management and use of State capital invested in enterprises, which is submitted by the Government.

NEW HO CHI MINH CITY: SHAPING THE GOVERNANCE MODEL FOR AN INTEGRATED METROPOLITAN REGION

Ho Chi Minh City is undergoing a transformative phase as its administrative and economic footprint expands to integrate with neighbouring provinces such as Binh Duong and Ba Ria – Vung Tau. This evolution marks the emergence of Vietnam’s first integrated metropolitan region - a multi-centered urban model that calls for innovative governance and adaptive operational frameworks. In response to this strategic shift, the Konrad-Adenauer-Stiftung Vietnam, in partnership with the Saigon University Research Institute for Socio-Economics (RISE), convened an international conference to explore governance models tailored to the needs of the new Ho Chi Minh City.

On October 22, 2025, the Konrad-Adenauer-Stiftung Vietnam , in collaboration with the University of Social Sciences and Humanities (USSH), Vietnam National University, Hanoi, hosted a research dissemination workshop titled “Vietnam’s Diplomatic Equilibrium: Navigating International Relations in the Indo-Pacific.” The event brought together international and national scholars and experts to examine Vietnam’s strategic foreign policy amid a rapidly evolving regional and global landscape.

A REGIONAL PLATFORM FOR LEGAL COOPERATION AND NORM DEVELOPMENT IN ASIA

Hanoi, Vietnam – Amid shifting global dynamics and Asia’s rising influence, the 10th Biennial Conference of the Asian Society of International Law (AsianSIL) convened in Hanoi from October 9–10, 2025, under the theme “Strengthening the Role of International Law in Asia.” The conference addressed pressing global challenges such as geopolitical tensions, technological disruption, and environmental crises, and provided a platform for regional voices to shape the future of international legal norms.

INTERNATIONALES MEKONG FORUM 2025

NACHHALTIGE PARTNERSCHAFTEN FÜR DIE ZUKUNFT DES MEKONG AUFBAUEN

Da die Mekong-Region mit wachsenden Herausforderungen konfrontiert ist – von Klimawandel und Ressourcenwettbewerb bis hin zu sich verändernden geopolitischen Dynamiken – wird der Bedarf an widerstandsfähigen und zukunftsorientierten Partnerschaften immer dringlicher. Vor diesem Hintergrund fand am 26. September in Hanoi das Mekong International Forum 2025 unter dem Motto „Building Sustainable Partnerships for the Mekong Future“ statt. Das Forum brachte Diplomaten, Wissenschaftler und regionale Experten aus allen sechs Mekong-Anrainerstaaten – Kambodscha, China, Laos, Myanmar, Thailand und Vietnam – zusammen. Veranstaltet wurde es gemeinsam von der Konrad-Adenauer-Stiftung Vietnam und der Diplomatischen Akademie Vietnams (DAV). Das Forum diente als wichtige Plattform, um bestehende Kooperationsrahmen neu zu bewerten, die politischen Prioritäten internationaler Partner mit den regionalen Erwartungen abzugleichen, offenen Dialog zu fördern und neue Wege für die Zusammenarbeit in der Mekong-Region zu erschließen.

Vietnam stärkt rechtliche Kapazitäten zur Bewältigung internationaler Investitionsstreitigkeiten

Ho-Chi-Minh-Stadt, 22. September 2025 – Während Vietnam seine Rechtsreformen beschleunigt, um sich stärker an internationalen Standards auszurichten, rückt die Fähigkeit des Landes zur Bewältigung internationaler Investitionsstreitigkeiten in den Vordergrund. Dieses Engagement wird bei einer Schulungsveranstaltung hervorgehoben, die gemeinsam von der Abteilung für Internationales Recht des Justizministeriums und der Konrad-Adenauer-Stiftung (KAS) Vietnam im Rahmen des Deutsch-Vietnamesischen Rechtsstaatsdialogs ausgerichtet wurde.

VON DER POLITIK ZUR PRAXIS: WIRKSAMERE RECHTSANWENDUNG IN VIETNAM

Als Reaktion auf die wachsende Nachfrage nach einer wirksamen Rechtsdurchsetzung im Einklang mit den nationalen Entwicklungszielen hat Vietnam eine Reihe umfassender Rechtsreformen eingeleitet. Im Mittelpunkt steht das novellierte Gesetz über die Verkündung rechtlicher Normdokumente (2025), das die Verbindung zwischen Gesetzgebung und Umsetzung stärkt, indem es die Durchsetzungsverantwortlichkeiten klar definiert. Ergänzend dazu führt das Dekret 80/2025/ND-CP detaillierte Mechanismen für die Überwachung, Berichterstattung und Bewertung der Rechtsdurchsetzung ein. Diese Reformen werden zudem durch zentrale Resolutionen sowie das Aktionsprogramm des Justizministeriums gestützt, die gemeinsam wegweisende Maßnahmen zur Modernisierung und Stärkung der landesweiten Rechtsdurchsetzung festlegen.

FDI IN VIETNAMS INDUSTRIALISIERUNG: STRATEGISCHER SCHRITT ZU NACHHALTIGEM WACHSTUM NEU BEWERTET

Hanoi, 7. August 2025 – In einem Fachseminar, das gemeinsam vom National Institute for Economics and Finance (Ministerium der Finanzen) und der Konrad-Adenauer-Stiftung (KAS) Vietnam veranstaltet wurde, kamen Expertinnen und Experten zusammen, um die sich wandelnde Rolle von Foreign Direct Investment (FDI / Ausländische Direktinvestitionen) in der Industrialisierung Vietnams neu zu bewerten. Unter dem Thema „Wie tragen FDI-Zuflüsse zur Industrialisierung in Vietnam bei?“ versammelte die Veranstaltung politische Entscheidungsträger, Ökonomen, Wirtschaftsvertreter, Branchenverbände und internationale Partner, um sowohl die transformierende Wirkung als auch die Grenzen von FDI für die wirtschaftliche Zukunft Vietnams zu diskutieren.

DEUTSCH-VIETNAMESISCHER KLIMADIALOG DURCH HOCHRANGIGEN BESUCH GESTÄRKT

Vom 10. bis 15. Mai 2025 empfing die KAS Vietnam eine hochrangige Delegation der deutschen Klimaunion, darunter Thomas Heilmann, Wiebke Winter, Sascha van Beek und Berthold Schilling. Ziel des Besuchs war es, die Partnerschaft zwischen Vietnam und Deutschland bei der Bewältigung des Klimawandels und der Förderung einer gerechten Energiewende zu stärken.

Förderung der Rechtsstaatlichkeit: Strategien zur Entwicklung juristischer Humanressourcen

Am 24. Juni 2025 fand in Hanoi eine Konferenz mit dem Titel "Development of Human Resources for Legislative Development Advisory Affairs to Meet the Mission Requirements of Building and Perfecting the Rule of Law“ statt, die gemeinsam vom Justizministerium und der Konrad-Adenauer-Stiftung (KAS) Vietnam organisiert wurde. An der Veranstaltung nahmen rund 140 Personen teil, darunter Juristinnen und Juristen, Führungskräfte aus Ministerien, staatlichen Unternehmen und den Justizabteilungen der Provinzen. Die Konferenz spiegelte das anhaltende Engagement Vietnams für den Aufbau eines sozialistischen Rechtsstaats wider, wie es im 13. Nationalen Parteikongress und in der Resolution Nr. 66-NQ/TW vom 30. April 2025 betont wurde, die zu Innovationen in der Gesetzgebung und -durchsetzung zur Unterstützung der nationalen Entwicklung aufruft.
