Workshop zu internationalen Erfahrungen zur Verhinderung von Geldwäsche und Terrorismus

Zusammen organisiert von der KAS Vietnam und der Abteilung für Straf- und Verwaltungsrecht des Justizministeriums

Der Workshop untersucht internationale Erfahrungen bei der Entwicklung und Durchsetzung rechtlicher Vorschriften zur Verhinderung und Bekämpfung von Geldwäsche und Terrorismusfinanzierung. Er konzentriert sich auf die Verbesserung des Wirksamkeitsbewertungsberichts und des Berichts zur technischen Konformität Vietnams. Insbesondere befasst sich der Workshop mit Bereichen, in denen Vietnam derzeit hinter den Standards der Financial Action Task Force (FATF) zurückbleibt, insbesondere in Bezug auf die Verantwortlichkeiten des Justizministeriums.

Der dritte Bavi-Dialog - Bewaffnete Konflikte im Zeitalter des erneuten Wettbewerbs der Großmächte

Am 23. August fand der 3. Bavi-Dialog statt, der gemeinsam von der KAS Vietnam und dem Institut für Außenpolitik und Strategische Studien (Diplomatische Akademie Vietnams) organisiert wurde. Führende Sicherheitsexperten, Wissenschaftler und Praktiker kamen zusammen, um kritische Sicherheitsfragen im Zusammenhang mit bewaffneten Konflikten in einer Ära erneuten Großmachtwettbewerbs zu diskutieren. Wir hatten die Ehre, renommierte deutsche Sicherheitspolitik-Wissenschaftler, Prof. Carlo Masala vom Zentrum für Geheimdienst und Sicherheit (Universität der Bundeswehr München) und Dr. Felix Heiduk vom Deutschen Institut für Internationale und Sicherheitspolitik (SWP), begrüßen zu dürfen.

Training course on Preventing and Resolving International Investment Disputes

On August 9, 2024, in Nha Trang city, Khanh Hoa province, a training conference “Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences” was co-organized by the Konrad-Adenauer-Stiftung Vietnam and the International Law Department of the Ministry of Justice within the framework of the Rule-of-Law Dialogue between Germany and Vietnam.

Vietnam and Germany – Partners for a Rules-Based Maritime Order and Maritime Challenges

Dialogue Program in Germany

Between June 23rd and 29th, a Vietnamese delegation consisting of six representatives from legal, diplomatic, and defense sectors participated in a productive and extensive dialogue program across Hamburg, Kiel, and Berlin in Germany. The program, titled “Vietnam and Germany: Partners for a Rules-Based Maritime Order and Maritime Challenges” was organized by the Konrad-Adenauer-Stiftung. The purpose of this dialogue program is twofold: first, to acquaint participants with the operations and procedures of the International Tribunal for the Law of the Sea (ITLOS) in Hamburg; and second, to engage in legal and security policy discussions. These discussions focused on topics related to the advancement of international maritime law and Germany’s commitment to a rules-based maritime order in the Indo-Pacific. On this occasion, Mr Florian Feyerabend, the Resident Representative of KAS Vietnam accompanied the delegates throughout the program.

Folgenabschätzung von Maßnahmen bei der Entwicklung von normativen Rechtsdokumenten 2024

Am 14. Juni 2024 versammelten sich in Hanoi 150 Vertreter von Ministerien, Behörden und Gemeinden aus dem Norden des Landes zu einer Konferenz mit dem Titel "Impact Assessment of Policies in the Development of Legal Normative Documents in 2024". Die Konferenz wurde gemeinsam von der Konrad-Adenauer-Stiftung Vietnam und dem Justizministerium/Abteilung für allgemeine Angelegenheiten der Rechtsentwicklung organisiert und ist Teil des bilateralen Rechtsstaatsdialogs zwischen Deutschland und Vietnam. Die Konferenz befasste sich mit der Folgenabschätzung von Maßnahmen im Zusammenhang mit der Entwicklung normativer Rechtsdokumente und betonte die Bedeutung der Evaluierung der Umsetzung von Gesetzen für ein gut funktionierendes Rechtssystem.

Die 15. Konferenz über das Südchinesische Meer

Die regional sehr bekannte South China Sea International Conference feierte dieses Jahr ihr 15-jähriges Jubiläum und fand unter dem Motto „Luminate the Grey, Light up the Green“ statt. Sie wurde von der Diplomatischen Akademie Vietnams (DAV) mit Unterstützung und in Partnerschaft der KAS Vietnam organisiert.

The South China Sea International Conference (#SCSC) is a premium annual regional security forum focusing on SCS issues and ocean governance. Understanding China’s Role in Contemporary Southeast Asia

In the Southeast Asian region, China, on the one hand, is the largest trading partner for most Asean countries. However, on the other hand, China is considered as the biggest challenge for ASEAN countries in relation to security, including but not limited to the South China Sea’s disputes, Mekong water’s sources, etc… China’s assertiveness affected not only ASEAN countries, but also peace and stability in the entire region. This Covid time again proves the dependence of the world to China, from foods, medicines to Chinese tourists, raw materials, etc… Southeast Asian countries are among top affected since China is their biggest export market as well as the raw material importing. In other words, Southeast Asian countries are in the horns of a dilemma: they want to have bigger voice against China in security related issues but while still rely too much on China economically. The topic made by Prof. Hiebert was captured from his latest book published in August 2020 - Under Beijing's Shadow: Southeast Asia's China Challenge – which provides a snapshot of ten countries in Southeast Asia by exploring their diverse experiences with China and how this impacts their perceptions of Beijing’s actions and its long-term political, economic, military, and “soft power” goals in the region. Commentators from the talk also shared the view by determining that it is impossible to have a general theoretical framework [in relation with China] that apply for all ASEAN countries since they are very diverse. Loving and hating are in parallel and that national interest of each country will drive their strategy toward China./.
