The continuity of the realization of the Copacabana Fort Conference symbolizes the maturing of the discussions on South-American defense and security, as well as the importance of bi-regional dialogue with the objective of reaching solutions for common security problems.

The year 2008 ended with the announcement of a new leader in the United States and with expectations for a resumption of the dialogue concerning the security of the American continent. In this manner, the Conference at the Copacabana Fort sought to promote an idea exchange between politicians and renowned academics; to delineate the possible impacts of the new American administration’s formulation of defense strategies for the continent and its relationship with Europe.

This publication aims to provide increased depth to the debates and to the contributions of the various participants of the event, inasmuch as it allows a more detailed analysis of the topics dealt with during the Conference and the consolidation of fundamental studies for the comprehension of the nature of the relations between South America and Europe in the sphere of defense.
