Inter-Libyan Dialogue: efficiency and outcomes

Future Dialogue on Libya #1

This event is part of an online seminar series entitled “Future Dialogue on Libya: Insights on the Libyan crisis and ways forward”. This online event will allow for a constructive conversation on what these efforts on Libya entail, what motivation the foreign key actors have to get involved in the mediation, how Libyan stakeholders react to the prospect of the latest inter-Libyan talks and what are its chances of success. It is a joint initiative by KAS MDPD and KAS Regional Programme Political Dialogue South Mediterranean.

The Inter-Libyan dialogue is a series of meetings, agreements and actions that aim to resolve the ongoing civil war. Political and military rivals, as well as international key players, have taken part in this process. Recently, Libyan delegations signed an agreement on a mechanism for appointments to sovereign positions, marking the end of a second round of dialogue in Bouznika, Morocco from October 2-6 2020. The two rounds of inter-Libyan dialogue, held in Bouznika between the delegations of the High Council of State and the Libyan House of Representatives, strived to strengthen trust between the two rival institutions and constitute a “positive” precedent on which they can capitalize.

However, the Moroccan-brokered inter-Libyan talks were not the only initiatives trying to resolve the conflict. They were preceded by other international efforts starting from Skhirat agreement on 17th of December, 2015, to the Berlin Conference on 19th of January, 2020. Lately there was also the UN-led Montreux consultation meeting that took place from 7th to 9th of September 2020. Moreover, the United Nations Support Mission in Libya announced that the first face-to-face meetings of the Libyan Political Dialogue Forum will be held in Tunisia in November that include as well a series of virtual sessions to start on October 26 2020.

Following these multiple peace-talk initiatives by the international community attempting to resolve the conflict in Libya, The Konrad-Adenauer-Stiftung Regional Programme South Mediterranean and Multinational Development Policy Dialogue Brussels organise this one-hour online seminar on the “Inter-Libyan Dialogue: Efficiency and Outcomes”.
