Das Sicherheitsgefühl von Menschen ist sehr subjektiv. Das macht es dem Staat umso schwieriger, angemessen zu handeln. Welche Rolle kommt dem Staat zu? Welche Maßnahmen soll er ergreifen? In einer repräsentativen Bevölkerungsbefragung ist die Konrad-Adenauer-Stiftung diesen Fragen nachgegangen. Der Schwerpunkt liegt dabei auf der Beurteilung verschiedener Maßnahmen, insbesondere von Rechten für die Polizei und die Ermittlungsbehörden.
