Parliamentary Election in Kosovo: Will the Victor also Become Prime Minister?

Clear Election Victory for Albin Kurti’s Vetëvendosje Movement

According to the latest figures, Albin Kurti's Vetëvendosje almost secured an absolute majority with 48.95 per cent of the vote. Less than two years after the last general election in 2019, Kosovans were called to the ballot box once again on 14 February 2021. A decision by the Constitutional Court of Kosovo on 21 December 2020 set the scene for this early vote. It declared the parliament’s election of the incumbent Prime Minister, Avdullah Hoti, on 3 June 2020, to be unlawful, since a parliamentarian whose previous conviction should have barred him from entering parliament cast the decisive vote for an absolute majority (61 out of 120). This election is also particularly important because the resignation of President Hashim Thaçi on 5 November 2020, due to an indictment before the Kosovo Specialist Chambers for War Crimes in the Hague, warrants the election of a new president within a period of six months for which a two-thirds majority is needed. Whether a potential one-party government under Vetëvendosje can also elect a president remains to be seen.

''Future as a duty'' – the High Representative for Bosnia and Herzegovina

A new High Representative will assume office in Bosnia and Herzegovina over the coming months. Valentin Inzko, an Austrian, has been holding this position since 2009. He made repeated efforts to maintain a diplomatic and fair relationship with the key political actors in Bosnia and Herzegovina. An important pre-requisite for the work of a High Representative in Bosnia and Herzegovina includes vast political experience and support by the international community. An important step for the second pre-requisite has been made with the inauguration of the US President Joe Biden: It is expected that the United States of America and the European Union will again closely coordinate their political engagement in Bosnia and Herzegovina and the neighbouring countries.

The Ecumenical Patriarch of Constantinople wants to mediate. What are the options for action?

Images from Bosnia: Why is there no improvement?

Images from Bosnia point to the detrimental situation of migrants. In the midst of winter, some do not live in fortified camps or shelters, but in improvised tents in the forests near the Croatian border – an EU external border. The closure of the Lipa tent camp by the International Organization for Migration (IOM) due to the camp's insufficient standards has raised questions. After all, in the past three years the European Union has invested more than 88 million euro in improving the migrants’ conditions. Individual EU states, such as Germany, have also supported the authorities in Bosnia and Herzegovina (BiH) and important international aid organizations, such as the IOM, are active in the country. Nevertheless, the problem does not seem to have been resolved, and the migrants’ situation not to have improved. Why?

Belarus under a Deep Snow Cover

The wheels are in motion, but there is no sight of a solution to the political crisis.  A snapshot of the situation

While the stem of the thermometer would rarely drop below zero in Belarus in the winter of 2019/20, the second frost wave with stable double-digit negative temperatures is about to hit Belarus at the beginning of February. The country has been under a thick blanket of snow for weeks, and it also seems to many that the “Belarusian summer” is followed by a long winter, reflecting the political situation. But there is much more to this. Belarus has largely disappeared from the German media at the moment, so this report provides an overview of the overall situation and selects focus areas.

Panama’s “Bicentennial Pact”

A serious way of designing the future or a new deception?

The covid-19 pandemic has hit Panama hard. By the end of 2020, it was the country in the world with the highest daily number of new infections relative to its population. The complete lockdown, reimplemented since Christmas, this time provoked protests from the urban poor. The tense economic and social situation motivated the center-left government of President Laurentino Nito Cortizo to initiate a comprehensive national development program aimed at effectively counteracting Panama's severe inequality. Therefore, the creation and implementation of the "Bicentennial Pact" program should not be implemented by the government alone. Rather, all political, economic and social forces, down to every citizen, are called upon to contribute.

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten. Zu den 50 bisher erschienen Büchern zählen auch Quelleneditionen, wie Protokolle von Parteigremien oder Tagebücher von einflussreichen Politikern. Die Publikationen sind im Buchhandel erhältlich.
