Successful transformation needs pragmatism but not a new “Sondervermögen”

Sustainable fiscal policy does not need trickery

Following the German Federal Constitutional Court's historic ruling on the 2nd Supplementary Budget Act 2021, ways are being sought to ensure legal financing of the economic transformation. One option that is repeatedly brought up is the possibility of setting up a "Sondervermögen” (special fund) modelled on the special fund for the Bundeswehr (German armed forces). It is important to understand that this is not a real asset; on the contrary, it contains credit authorisations in the amount mentioned. A new paragraph in the Basic Law was necessary for its establishment so that the respective incurrence of debt in the financial year in which it is actually incurred is exempt from the provisions of the debt limit.

Policy makers and civil society have neglected the fact that cloud services are the essential infrastructure for both businesses and individuals. Not only is it the way by which millions of people store substantial amounts of data, use software remotely, or stream music, but it is fundamental to every aspect of the digital economy. The Memorandum identifies some of the factors that have hindered the competitiveness of the European cloud industry. Moreover, the participants of the Cadenabbia Forum within the EU Data Summit make recommendations for boosting EU digital and cloud services.

Anti-Semitic alliances

Postmodern criticism of Israel and hatred of Jews in new contexts as a challenge for political education work

Greta Thunberg's reaction to the Hamas massacre of Israeli civilians has shocked and surprised some observers in Germany. There was talk of the "fall of the climate icon". In fact, the statements made by Thunberg and many of her fellow campaigners in the global climate protection movement are shocking - but they are not surprising. For years, campaigners against climate change have also been positioning themselves on the side of pro-Palestinian activists. They are part of a long line of progressive, left-wing, activist and other movements that integrate pro-Palestinian, anti-Israel[1] and anti-Semitic positions and narratives into their fight for an actual or supposedly better world. Anti-racism groups, activism from the spectrum of queer feminism, postcolonial theorists, identitarian conspiracy thinkers and Islamists pursue very different and sometimes diametrically opposed goals. However, many of them are united by their criticism of Israel and some by their hatred of Jews. This is an enormous challenge for the global fight against anti-Semitism. In the wake of postmodern theoretical approaches, chains of argumentation and forms of activism, anti-Semitic narratives and myths penetrate seemingly unsuspicious social and political contexts. This often happens unnoticed and without reflection. Although the core of anti-Semitism remains the perception of Jews expressed as hatred, it is changing its form and context. The tried and tested instruments for combating anti-Semitism that have been established in Germany for decades - such as discussions with contemporary witnesses, trips to memorial sites or remembrance work - must therefore be supplemented by additional methods and instruments. This text offers a classification of anti-Semitic forms and approaches in the context of postmodern forms of theory formation and activism, shows the individual anti-Semitic bridging narratives of these activisms and formulates considerations for dealing with these new forms and contexts of anti-Semitism.

Die Mitgliederversammlung der Konrad-Adenauer-Stiftung hat am 1. Dezember 2023 den Vorstand der Stiftung gewählt und Prof. Dr. Norbert Lammert in seinem Amt als Vorsitzender der Stiftung bestätigt. Hermann Gröhe MdB wurde ebenfalls in seinem Amt als stellvertretender Vorsitzende bestätigt wie auch Dr. Christoph Brand im Amt des Schatzmeisters. Neu gewählt wurden die stellvertretenden Vorsitzenden Prof. Dr. Verena Blechinger-Talcott, Professorin für Politik und Wirtschaft Japans an der FU Berlin, und Dr. Tamara Zieschang, Ministerin für Inneres und Sport des Landes Sachsen-Anhalt.

„Deutschland verliert einen engen Freund und Partner“

Würdigung des verstorbenen ehemaligen US-Außenministers Henry Kissinger

Die letzte Begegnung mit Henry Kissinger fand im Februar statt. Anlässlich des Besuchs von Prof. Dr. Jürgen Rüttgers, Ministerpräsident von Nordrhein-Westfalen a.D. und Mitglied des Vorstands der Konrad-Adenauer-Stiftung, trafen wir uns mit dem früheren US-Außenminister per Zoom im KAS-Büro in New York. Nur Monate zuvor hatte der damals 99-Jährige sein neues Buch „Leadership – Six Studies in World Strategy“ herausgegeben. Auf gut 400 Seiten stellt Kissinger darin sechs Persönlichkeiten vor. Das erste Kapitel beschreibt das Leben und Wirken von Konrad Adenauer. Ab 1957 bis zu dessen Tode ein Jahrzehnt später hatte Kissinger eine ganze Reihe an persönlichen Gesprächen mit Adenauer. Facettenreich und mit vielen Zitaten erinnert er in seinem Buch an die Bemühungen des ersten deutschen Bundeskanzlers für eine Aussöhnung mit Frankreich, die Stärkung der Beziehungen zum Westen und insbesondere zu den Vereinigten Staaten als Schlüssel für die Wiederherstellung der Position Deutschlands in der Welt. Anschaulich zeichnet Kissinger den überaus schwierigen Prozess bis zur Aufnahme diplomatischer Beziehungen zwischen Deutschland und Israel nach. Adenauers Vision von einem vereinten Deutschland in einem vereinten Europa bezeichnet der Republikaner als „The Strategy of Humility“, die Strategie der Demut.

Forgoing for the sake of the climate?

Representative survey on attitudes toward climate protection and climate-friendly behaviour among the German population

Which age groups and party supporters are particularly concerned about climate protection? Who says they behave in a climate-friendly way in everyday life? Do age groups differ in their diet or in their decision to forego cars and airplanes? Which party following is dominated by meat lovers? Which supporters prefer vegetarian food? The Konrad Adenauer Foundation addresses these and other questions with the help of representative survey data and qualitative in-depth interviews. This much should be anticipated: Some of the results are surprising.

The Democratic Republic of the Congo before the election

The Democratic Republic of Congo with its 100 million inhabitants votes in December - an opportunity and a challenge

On 20 December 2023, the people of Africa's second largest country, which has been ravaged by crises, mismanagement and war, will be called upon to take part in a mega-event: they will simultaneously elect the President of the Republic, the 500 members of the National Assembly, the representatives of the 26 provincial parliaments and, for the first time, the members of the municipal councils (city councils). President Félix Tshisekedi, the country's former beacon of hope, is standing for re-election. The presidential candidates all come from the well-known political class. However, the opposition candidates are primarily criticising the current government and the election process. Political parties in the Democratic Republic of the Congo (DRC) are rarely guided by traditional ideological or democratic principles; they are often linked to tangible economic interests. In the past, there have been repeated cases of unrest after elections - in a country the size of Western Europe.

Developing a Pathway for Germany

The goal of climate neutrality by 2045 poses enormous challenges for the German industry. Despite all efforts, there will be greenhouse gas emissions even after 2045 that are unavoidable or hard to abate. In order to ensure climate neutrality and competitiveness, carbon capture and storage (CCS) will be necessary. The publication identifies the challenges of CCS in Germany and develops policy recommendations to overcome these challenges.

Research and Sources on Contemporary History

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten.
