From 11 to 16 November 2019, a high-ranking Afghan delegation participated in the KAS Afghan-European Security Dialogue 2019 in Brussels, Berlin and Hamburg. Among the delegation members were members from government, National Security Council, parliament, civil society, think tanks, and media. The delegation visited the NATO HQ and the European External Action Service in Brussels, the Chancellery, Berghof Foundation and the parliament in Berlin, as well as the Academy of the Federal Armed Forces and editorial HQ of Der Spiegel in Hamburg.
The Afghan-European Security Dialogue brought together Afghan and European experts and political decision-makers to discuss the current developments, stakes and interests, as well as future scenarios in the Afghan peace process. The following main questions were addressed.
- What political scenarios lie ahead in Afghanistan?
- What are the various Afghan and regional stakes and interests in the peace process?
- How can potential “losers” or “spoilers of the peace process be engaged?
- Where do current security discourses in Afghanistan and EU/Germany match or diverge
