Striving for the transition to climate neutrality, the EU plans to import 10 million tons of green hydrogen annually by 2030. To this end, the EU is looking for hydrogen exporters globally. Kazakhstan has significant potential for developing renewable hydrogen, due to its abundant solar and wind resources. Yet significant obstacles and challenges remain. The policy paper illustrates key problems in the production of green hydrogen in Kazakhstan and develops policy recommendations for an EU-Kazakhstan Green Hydrogen Partnership.

Demographic change poses enormous challenges for the German welfare state. In addition to the discussion on how domestic potential for the labour market can be promoted, there is also a debate on the extent to which migration can contribute to mitigating or even overcoming the negative effects of demographic change on the welfare state. Managed labour migration in particular could be suitable for this purpose. This study addresses this question using the internationally established method of generational accounting.

Attack on Israel

Hamas attack shakes the Jewish state and raises questions about the country's security and future.

In the early morning hours of October 7, Hamas launched massive rocket attacks on Israel and simultaneously attacked the Jewish state on other fronts, on the ground and at sea - an unprecedented, concerted and targeted act of violence. Israel was surprised not only by the frequency of the rocket attacks, but also by the brutality of the attacks on the ground, which revealed an entirely new dimension. Terrorists were able to penetrate the heavily secured border fence around the Gaza Strip into Israeli localities in the border area, and there were numerous hostage-takings of soldiers and civilians and kidnappings of Israelis in the Gaza Strip.

Food security in the Middle East and North Africa

Between emergency and pragmatism

Immediately after the Russian war of aggression in Ukraine, the Middle East and North Africa again became the focus of attention. Food security, a hitherto marginal concept in the literature, became the focus of interest for regional and global actors. Fears arose that Europe would have to address the consequences of a renewed stability crisis in its southern periphery in addition to the challenges of conventional state warfare on its eastern flank. The reality, however, is different. The states of the region were able to respond to the crisis not least because of diplomatic flexibility and neutrality. How has the war affected the region? Have the countries of the region pursued strategies of long-term diversification of their food sources? Where are countries now sourcing their grain supplies? What impact can be expected from the recent end of the grain agreement between Russia and Ukraine? With these questions in mind, this compilation focuses on Egypt, Lebanon, Libya, Morocco and Tunisia. These countries were considered particularly vulnerable to food crises. Finally, a regional perspective summarizes the trends regionally and identifies possible solutions.

 The German Embryo Protection Act is over 30 years old. In view of medical progress and social change, it can no longer regulate many issues satisfactorily. For this reason, politicians and experts are considering modern legislation on reproductive medicine. In an internet forum open to all, Leopoldina and Konrad-Adenauer-Stiftung have put the chances and risks of reproductive medicine up for discussion. The aim was to bring the debate to a broader societal public.

The Negotiations on the EU-Mercosur Agreement from Uruguay's Perspective

On July 17th, at the first EU-Latin America summit in eight years, the EU-Mercosur trade agreement, which is not yet fully finalized, is set to be further consolidated and completed by the end of the year at the latest. An additional chapter is intended to address the remaining concerns about the agreement and help prevent human rights violations, environmental damage, and climate impacts. In an interview with Nicolás Albertoni, the Deputy Foreign Secretary of Uruguay, we discuss the significance of the EU-Mercosur agreement in the South American public sphere, the importance of the EU-CELAC summit for dialogue between the regions, and the need for a timely conclusion of the agreement.
