How is Bosnia and Herzegovina dealing with the corona crisis? There was no joint fight against Covid-19. Even now, decisions are made separately - a body for the entire country has not been formed. A coordination of measures was not noticeable. Fortunately, the number of cases remained low. In Bosnia and Herzegovina, 152 people died of Covid-19, almost 2,000 people have recovered, and the number of confirmed cases is under 3,000. The number of newly infected people is very low.

Geteilter Staat - auch in der Corona-Krise

Wie geht Bosnien und Herzegowina mit der Corona-Krise um? Eine gemeinsame Bekämpfung von Covid-19 erfolgte nicht. Auch jetzt entscheidet jeder für sich - ein Gremium für das gesamte Land wurde nicht gebildet. Eine Abstimmung von Maßnahmen war nicht wahrnehmbar. Die Zahlen der Betroffenen blieben zum Glück gering. 152 Personen sind in Bosnien und Herzegowina an Covid-19 verstorben, fast 2.000 Personen sind genesen, die Zahl der Infizierten liegt unter 3.000. Die Zahlen der Neuinfizierten sind sehr gering.

Curfew unconstitutional

Constitutional Court of Bosnia and Herzegovina

Bosnia and Herzegovina (more precisely, its entity “Federation of Bosnia and Herzegovina” which covers slightly more than half of the country, including its capital Sarajevo) at the beginning of the corona pandemic has imposed one of the strictest curfews in Europe for two groups: minors and elderly people above 65. This curfew has now been subject of a decision by the Bosnian Constitutional Court. The court did not completely annul the measure, but ordered a revision. The imposed curfew is considered to not meet the required proportionality. It is one of the first Constitutional Court decisions on the legality of emergency measures imposed during the Corona crisis. Other Constitutional Courts in South East European countries are also expected to take decisions soon.

The coronavirus pandemic is a stress test for global value chains, national health systems and the resilience of societies – with no clear outcome. Against the backdrop of the crisis, we are also witnessing a geopolitical, systemic competition to win the hearts and minds of states and societies and to dominate global narratives. True to the motto that every crisis harbours an opportunity, the People´s Republic of China and the Russian Federation in particular are striving to gain sympathies in selected countries through rapid aid and its propagandistic staging, so as to highlight the superiority of their own systems and thus to expand their soft power. It would be naive to assume that their actions are guided solely by humanitarian considerations and international solidarity. What´s more, they are applying illegitimate methods such as fake news and disinformation campaigns as well.

Größte Herausforderung seit dem Krieg der 90er Jahre

Die Ausbreitung der Coronavirus (SARS-CoV-2) Pandemie hat auch Bosnien und Herzgowina (BuH) nicht verschont. Der erste Fall eines COVID-19 Patienten in Bosnien und Herzegowina wurde am 5. März 2020 in Banja Luka in der Entität Republik Srpska (RS) registriert. Seitdem ist die Zahl der registrierten Erkrankten landesweit auf über 1.000 gestiegen. Die Dunkelziffer dürfte allerdings deutlich höher liegen. Um eine unkontrollierte und rasante Ausbreitung des Virus zu verhindern – welche rasch zu einer Überforderung des maroden Gesundheitssystems führen würde – wurden von staatlichen Stellen rasch Restriktionen eingeführt.

A quarter of a century after the war ended – light and shadow

This year marks the 25th anniversary of the genocide in Srebrenica and the signing of the Dayton Peace Treaty in 1995. The murder of over 8,300 boys and men in July 1995 by Bosnian Serb forces of General Mladic and paramilitaries was the worst war crime in Europe since the end of the Second World War. The psychological wounds cannot be healed after 25 years.

A critical review of the report on the situation regarding rule of law in the judiciary of Bosnia and Herzegovina

The so-called ''Priebe'' Report, which had been eagerly expected by both the public at large and the judiciary of Bosnia and Herzegovina, was published on December 05, 2019 in Brussels. The report was compiled by several EU experts under the leadership of Reinhard Priebe (a German lawyer and a long-time employee of the EU Commission) ''in relation to rule of law issues in Bosnia and Herzegovina''. As expected, the report is critical, but it lacks concrete recommendations for action or reform steps.
