Call for proposals: IMPLEMENTATION OF A CLIMATE DIPLOMACY ONLINE TUTORIAL AND WORKSHOP

1. Background and context
 
Konrad Adenauer Stiftung (KAS) is a German Political Foundation committed to fostering democracy and the rule of law, to implementing social and market-economic structures and to promoting human rights worldwide. Currently KAS hosts more than 200 projects in around 100 countries on four continents with about 80 field offices, including 17 offices in Sub-Saharan Africa. The KAS Regional Programme Energy Security and Climate Change in Sub-Saharan Africa of the Konrad-Adenauer-Stiftung has been operational since 2017 with its head office in Yaoundé, Cameroon. Through the coordination of activities in the Sub-Saharan part of the continent, the Programme has a mission to improve the political and social framework for climate friendly sustainable development, and stronger regional and international cooperation on energy security and climate adaptation/mitigation in Sub-Saharan Africa countries. 

The fight against global warming, the sustainable use of resources and adaption and mitigation of climate related risks and disasters are among the greatest challenges of the 21st century. Multilateralism and international diplomacy are key to find solutions to these global tasks. Within this context, the Regional Programme on Energy Security and Climate Change in Sub-Saharan Africa seeks to conduct a series of activities that sensitizes students, young diplomats and other interested stakeholders on the topic of climate diplomacy. These activities should be a mix of online tools and a sur-place conference. 

2. Main objective

The main objective is to develop an online training course and tutorials on climate diplomacy that will culminate in a conference. The pilot tutorials will be used by KAS to explore ways for further actions and to motivate different stakeholders to commit to good governance and strengthening climate diplomacy.

3. Expected outcomes

One online course which should strengthen participants’ understanding of the climate change policy framework. It should also consider the pertinent challenges that diplomats are currently facing in their efforts to meet the Paris Climate Agreement. 
In addition, participants of the online training and other interested stakeholders will be invited to a conference. The planning and implementation of the conference is also part of the work package.

4. Methodology

The consultant will be required to give an in depth overview on the values and ideologies in climate diplomacy and why it matters; as well as on party organisation and policy orientation for strengthening diplomacy for different stakeholders.
In responding to the terms of reference, the consultant should present an offer that includes details on planned methodology, timetable and implementation of the activities mentioned above.

5. Scope

The scope of the task will target various Sub-Saharan African countries with a focus on Cameroon.
The number of participants for the online tutorial will be limited to 30.

6. Expected deliverables

The consultant will submit to KAS a detailed proposal for the training course and conference Expected deliverables include:
  • A two-month period of online tutorials and written assignments, supervised by the consultants
  • A conference that will take place in Yaoundé, Cameroon at the beginning of 2020.
  • A conference report including recommendations for further work of the KAS Regional Programme on the subject of climate diplomacy.
  • Periodically short update reports (at least once a month)
It is expected that the consultants will be available to liaise with KAS at any time if needed during the whole time of the assignment.

7. Qualifications

The candidate(s) should hold a Master Degree in one of the following subjects: Environmental Science, Political Science, Project Management, Development Studies or any other related field. In addition, the following requirements should be met:
  • Proven track record on the topic of energy security, climate security or climate diplomacy,
  • Good knowledge of current international and multilateral discussion and negotiations on climate change agreements
  • Be able to work independently within stipulated time.
  • Good command of spoken and written English.

8. Payment terms for the consultancy

The consultant’s fee will be paid in two instalments of 50% after the completion of the online tutorial and 50% after the completion of all activities.

9. Call for expression of interest/proposal submission

The consultants or consultancy firms interested in this assignment are expected to submit one coherent proposals, including technical details, timetable and financial offer, including CVs and other relevant documents.
The financial proposal (budget estimates) must be submitted with an itemised breakdown of professional fees and activity expenses.
