The Judicial Reform and Referendum in Serbia

After the passing of the Law on Referendum and People’s Initiative (Referendum Law) on 10th December, the government initiated a campaign for a reform to the Judiciary System.

The campaign for the Referendum lasted little over a month, with both those for the “YES” and those for the “NO” vote being rather reserved, compared to how intense election campaigns can be. There was very little public debate on the issue. The split regarding the Judiciary Reform cuts across party and ideological lines. Legal experts and intellectuals advocated for the “NO” vote as the Judiciary Reform would make judges and prosecutors independent of any control, which goes against the “checks and balances” principle of democracy. Those who supported the “YES” vote primarily did so on the grounds that the reforms bring Serbia closer to the EU and EU standards and make the Judiciary truly independent. The Referendum was held on Sunday, 16.01.2022, and the turnout was little under 30 %. The “YES” vote got 60.48 %, while the “NO” vote got 39.52 %. Serbs from Kosovo were not allowed to vote by the Kosovar Government, so they had to vote in Serbia. Protests were held in Belgrade in front of RIK (Republička izborna komisija/Republic Election Commission) because of supposed voter fraud. Protests were also held in Kosovo by local Serbs, because they were not allowed to vote.

This report provides an integrated analysis of foreign and domestic political factors and developments since the Egyptian Revolution in 2011 that have shaped Egypt’s contemporary stance towards the Palestinian cause. This report is the first case study of a wider research series by the Konrad-Adenauer-Foundation (KAS) Office in the Palestinian Territories that reassesses the place the Palestinian cause holds within the Arab world a decade after the Arab Spring.

Frische Impulse mit neuen Gesichtern – Niederlande schließen Regierungsbildung ab

Rund zehn Monate nach der Parlamentswahl haben die Niederlande eine neue Regierung. König Willem-Alexander vereidigte Ministerpräsident Mark Rutte sowie zwanzig Minister und Staatssekretäre am 10. Januar im Palais Noordeinde in Den Haag und beendete damit den längsten Regierungsbildungsprozess in der Geschichte des Landes. Die Vier-Parteien-Koalition aus rechtsliberaler Volkspartij voor Vrijheid en Democratie (VVD), linksliberalen Democraten 66 (D66), dem christdemokratischen Christen-Democratisch Appèl (CDA) sowie der calvinistischen ChristenUnie (CU), welche das Land auch schon durch die letzte Legislaturperiode geführt hatte, übernimmt die neuerliche Regierungsverantwortung zu einem Zeitpunkt, an dem das Vertrauen in Politik und Regierung laut Umfragen einen historischen Tiefstand erreicht hat.

Die aktuelle russische Truppenkonzentration an der Grenze zur Ukraine hat im Land selbst, aber auch bei ihren westlichen Partnern Befürchtungen eines umfassenden militärischen Einmarsches ausgelöst. Von ukrainischer Seite wird daher immer wieder die Forderung nach Waffenlieferungen erhoben, um die Verteidigungsfähigkeit des Landes zu verbessern. Bereits im Bundestagswahlkampf 2021 löste eine Äußerung des Bundesvorsitzenden von Bündnis 90/Die Grünen, Robert Habeck, zu deutschen Waffenlieferungen in die Ukraine eine Diskussion sowohl in der ukrainischen als auch deutschen Gesellschaft aus. Unlängst wiederholte der Botschafter der Ukraine in Deutschland, Andriy Melnyk, die Forderung nach militärischer Unterstützung. Wie stellt sich vor dem Hintergrund dieser Forderungen der aktuelle Ausstattungsstand der ukrainischen Streitkräfte dar?
