“Sovereignty of the EU”

External and Internal Dangers of an Unfulfillable Promise

Sovereignty – often supplemented with attributes such as “strategic” or “European” – is currently being called for by many different political actors across Europe. Those, like the German Defence Minister Annegret Kramp-Karrenbauer, who take a differentiated or reserved stance towards this can expect to meet with criticism at the highest levels; for example from the French President Emmanuel Macron. At the same time, sovereignty is the key concept underpinning nationalist movements, which certainly do not see Macron as a role model. So, what is at stake here? Can we even achieve “European sovereignty” in the various policy fields? And is there a “good” (European) and “bad” (national) sovereignty?

(Un)shared property

Property ownership by political officials and spouses of political officials

Equal enjoyment of rights in Kosovo between men and women remains a persistent challenge. Although the legal framework promoting women's property rights is quite advanced, the unequal gender distribution of economic and financial resources places women at a disadvantage compared to men in their ability to participate, contribute to and benefit from further development processes.

2030 Agenda in Kosovo

Economic Development, Social Affairs, Infrastructure, Innovation, Environment, Governance and Cooperation

Sustainable development is rather important for all countries, regardless of their development stage. As a priority set in the European Treaties, sustainable development plays a special role in European policies. The 2030 Agenda for Sustainable Development serves as a guide for all countries towards achieving sustainable socio-economic development. This agenda included 17 Sustainable Development Goals (SDGs). In September 2015, the United Nations General Assembly adopted the resolution “Transforming the world: 2030 Agenda for Sustainable Development”. Given that Kosovo does not yet have an official report on the monitoring of SDGs, this shows that so far Kosovo has done very little to integrate these Goals and indicators into national and sectoral strategies.

The Coronavirus is pushing economies towards economic recession, at a time when all parameters and trends were in positive trend.

IMPACT OF COVID-19 ON FOREIGN DIRECT INVESTMENTS IN KOSOVO AND THE WESTERN BALKANS

This paper aims to address the impact of COVID-19 on economic indicators and FDI flows in the Western Balkan countries, possible scenarios of events and their reflections in Kosovo. This research paper comes in the wake of another paper by IETL, namely Foreign Direct Investment in Kosovo: Investment Climate, Potential and Barriers, published at the end of 2019, providing valuable information regarding the barriers to FDI flows as encountered by foreign investors in Kosovo even before COVID-19, the reforms that the Government needs to make for the overall economic growth and to attract FDIs. Additionally, this paper is supported by the desk research of secondary data (documents, local and international reports produced by the IMF, World Bank (WB), Central Bank of Kosovo (CBK), Kosovo Investment and Enterprise Support Agency (KIESA), scientific and professional magazine articles, statistical data).

Inter-ethnic Relations in Kosovo from the Perspective of RAE Communities

With an overall population of fewer than 1.8 million inhabitants, the Kosovo population is rather diverse. Thirty-three out of 38 municipalities in Kosovo are multi-ethnic, composed of several ethnic groups legally recognized as “communities”. To this day, Kosovo is lacking in regards to the full integration of minorities in the political, social, and economic life of the country and compliance with the national legal framework and the international standards on minority rights. This policy brief argues that the most under represented, discriminated-against, second-class citizens on almost all indicators are the three ethnic groups of the Roma, Ashkali, and Egyptians (hereinafter, RAE). Thus, it aims to analyze the current situation of the RAE communities as a backdrop for analyzing inter-community relations in Kosovo and provide recommendations for the relevant stakeholders and the general public.
