Parlamentswahlen in Montenegro 2020

Am 30. August fanden in Montenegro reguläre Parlamentswahlen statt. Im Laufe des Wahlabends ließen die eingehenden Ergebnisse schon früh erahnen, dass es für eine Fortführung des bisherigen Regierungsbündnisses, angeführt von der Demokratischen Partei der Sozialisten (DPS), knapp werden könnte. So erhielt die Wahlliste der DPS 35,06% der Stimmen und verlor somit deutlich in der Gunst der Wähler im Vergleich zur letzten Wahl (2016 41,4%), bleibt aber stärkste Partei im Parlament mit 30 Sitzen. Besonders das Wahlbündnis, „Für die Zukunft Montenegros“ unter Leitung der pro-serbischen Demokratischen Front konnte mit 32,55% der Stimmen einen starken Gegenpol zur dauerregierenden DPS bilden. Insgesamt waren 11 Parteien und Wahllisten mit zusammen 486 Kandidaten zur Wahl um die 81 Sitze im Parlament Montenegros angetreten.

En présentant les conditions et les critères de réussite du dialogue social, ce guide a vocation à renforcer les capacités des partenaires sociaux à prévenir et à gérer les conflits sociaux.

Alte, neue Regierung in Nordmazedonien

Zoran Zaev erneut als Ministerpräsident gewählt

Am späten Abend des 19. August meldeten die Parteispitzen von SDSM (Sozialdemokratische Liga Mazedoniens) und DUI (Demokratische Union für Integration) ihre Zustimmung zum Koalitionsvertrag, den die Parteivorsitzenden Zoran Zaev und Ali Ahmeti ausgehandelt hatten. Sie veröffentlichten auch eine Liste der von ihnen nominierten Ministerinnen und Minister. Am 30.08. schließlich wurde die neue Regierung vom Parlament mit 62 Stimmen bestätigt – 51 Abgeordnete stimmten dagegen. Die neue Regierung Nordmazedoniens zählt 19 Minister - sieben weniger als in der Vorgängerregierung, die ebenfalls aus SDSM und DUI bestanden hatte. In Schlüsselressorts gibt es personelle Kontinuitäten.

Die Corona-Krise hat über die erheblichen gesundheitlichen Risiken und Folgen hinaus weitreichende Auswirkungen auf die Wirtschaft, Sicherheit, Forschung, Innen- und Außenpolitik sowie das gesellschaftliche Leben in den Vereinigten Staaten. Namhafte US-amerikanische Think Tanks und Experten setzen sich intensiv mit den unterschiedlichen Aspekten und Herausforderungen dieser in ihrem Umfang und ihrer Schnelligkeit beispiellosen Krise auseinander. Für einen Überblick über den aktuellen Stand der Diskussion stellt das KAS-Auslandsbüro USA mit Sitz in Washington D.C. wöchentlich eine Auswahl an Studien, Analysen und Kommentaren jeweils mit Links zu den Beiträgen zusammen.

Politischer Wettbewerb in Korea bleibt von Abwechslung und Corona geprägt

Anlässlich der Wahl eines neuen Vorsitzenden in der Regierungspartei lohnt sich der Blick auf die aktuellen politischen Verhältnisse in Südkorea: Der gewählte Lee Nak-Yeon gilt schon jetzt auch als nächster Präsidentschaftskandidat für 2022, die konservative Opposition zeigt Anzeichen von Wiederbelebung, während die Perspektiven für Präsident Moon Jae-In zwischen Vermächtnis und Entmachtung oszillieren. Die Veränderungen seit den Parlamentswahlen vor dreieinhalb Monaten beweisen, wie wechselhaft politischer Wettbewerb sein kann. Das liegt auch an Corona. Aber nicht nur.

Kuba: Keine Besserung in Sicht

Trotz der Verfassungsreform von 2018 bleiben die Grundrechte stark eingeschränkt

Mit einer Reform 2018 wurden die Grundrechte in der kubanischen Verfassung stärker verankert, ein zarter Hoffnungsschimmer für die Bevölkerung. Doch in der Praxis sind die Kubaner noch immer stark eingeschränkt. Besonders die Meinungs- und Versammlungsfreiheit sind erheblich limitiert und werden de facto von der Regierung aktiv unterbunden. Der zaghafte digitale Fortschritt in Kuba und die Coronakrise bringen sogar noch zusätzliche Einschränkungen für Kubaner mit sich.
