This paper discusses the complexities facing policy instruments such as the GCF that have to reconcile complex global norms with fairly simple but pressing local climate mitigation needs. The paper shows that stakeholders who participate in the GFC structured dialogues and civil society organizations advocating wealth redistribution find ways to provide bottom-up input to the top-down instruments created by the UN such as the GCF improving its governance. The analysis concludes that the continuous interaction between global and local players not only improves the governance of the GCF itself but also its adeptness to the actual climate resilience needs of developing nations.

Kurz vor den Parlamentswahlen hat Finnland nur noch eine kommissarische Regierung

Die finnische Regierung unter Ministerpräsident Juha Sipilä (Zentrumspartei) ist am Morgen des 8. März 2019 aufgelöst worden. Der Staatspräsident Sauli Niinistö empfing den Ministerpräsidenten am selben Morgen und stimmte der Auflösung der Regierung offiziell zu. Grund für die Regierungskrise war die gescheiterte Verabschiedung der umfangreichen Reformen in der öffentlichen Verwaltung und des Sozial- und Gesundheitswesens (sog. SOTE–Reform). Die Regierungsparteien des Mitte-Rechts Bündnisses konnten sich nicht auf ein Gesetzespaket einigen, das noch vor den Wahlen am 14. April durchgesetzt werden sollte. Gut einen Monat vor den Parlamentswahlen wird die alte Regierung als kommissarische Übergangsregierung weiter arbeiten.

Der 100. Geburtstag des Luis Bedoya am 20. Februar 2019 war das erste große politische Ereignis des Jahres 2019 in Peru. Dabei gelang dem ehemaligen Bürgermeister von Lima und Gründer der Christlichen Volkspartei Perus das große Kunststück, das politisch zerstrittene Land für wenige Tage zu einen. Wie kaum eine Persönlichkeit sonst wird Bedoya in allen politischen Lagern des Landes als ein Vorbild an demokratischer Gesinnung, Ehrlichkeit, und Dialogbereitschaft bewundert. Dabei bleibt der „junge Hundertjährige“ auch in seinem reifen Alter eine der stärksten Stimmen der peruanischen Demokratie.

There is seething unrest in South East Europe and immediately it is called ”Balkan Spring.” Many people are protesting in the capitals of Serbia, Montenegro, Albania and Croatia out of dissatisfaction with their governments. This frustration is targeted towards the media in these countries as well – especially the public service media which are frequently considered a mouthpiece of the government. The protesters therefore call for resignation of the general directors of the broadcasters.
