When China marked the 70th anniversary of the founding of the People’s Republic in October 2019, the role of the United States in the international arena had been thoroughly reshuffled by the presidency of Donald Trump. His open contempt of multilateral institutions and policies driven by narrow interests had left allies doubting if they could rely on US support in the event of a crisis. At the same time, China has become particularly active in defining its role in the world since President and Party Chairman Xi Jinping took over leadership in 2012. He shifted China’s ambitions into a higher gear by announcing that China must “take centre stage in the world.”

Entschlossenes Handeln in der Corona-Krise verschafft dem uruguayischen Präsidenten Rückenwind für seine ambitionierte Reformagenda

Ganze zwölf Tage hatte die neue bürgerliche Regierung Uruguays zur Einarbeitung, bevor sie von den ersten Corona-Fällen in den Krisenmodus gezwungen wurde. Der Kaltstart gelang jedoch. Präsident Luis Lacalle Pou erwies sich als entschlossener, pragmatischer und erfolgreicher Krisenmanager, der auch jenseits der Pandemie eigene Akzente setzen konnte. Während dies bei den meisten Uruguayern bisher gut ankommt, werden die wirtschaftlichen und sozialen Folgen der Pandemie das kleine aber institutionell stabile Land noch lange beschäftigen.

How is Bosnia and Herzegovina dealing with the corona crisis? There was no joint fight against Covid-19. Even now, decisions are made separately - a body for the entire country has not been formed. A coordination of measures was not noticeable. Fortunately, the number of cases remained low. In Bosnia and Herzegovina, 152 people died of Covid-19, almost 2,000 people have recovered, and the number of confirmed cases is under 3,000. The number of newly infected people is very low.

This publication consists of nine chapters that discuss some of the most important issues on the Brazilian political agenda related to the election year we are in. Topics such as the political situation at the municipal level, the principle of subsidiarity, changes in electoral legislation, campaign financing, the end of proportional coalitions, the importance of municipal elections in the political scenario in general, political renewal movements and possible scenarios for 2020 and the implications for 2022 are the topics covered in this issue.

The coronavirus crisis has accelerated the onset of an across-the-board, zero-sum confrontation between Washington and Beijing. This had already been preceded by the Trump administration’s trade war and open warnings surrounding Huawei’s 5G technology, the European Commission’s description of China as a “systemic rival promoting alternative models of governance”, criticism of the Chinese regime’s increasing control over Hong Kong and its treatment of the Uyghur population in Xinjiang, and regional pushback against the perceived excesses of the Belt and Road Initiative (BRI). Western countries’ hardening line toward China in recent months has left Beijing with likely the most unfavourable international environment it has faced since the Tiananmen incident of 1989.

Das Coronavirus ist inzwischen in fast allen Kommunen Mexikos angekommen und stellt den Gesundheitssektor und die Wirtschaft vor enorme Herausforderungen. Am 31. Mai endete der Gesundheitsnotstand, doch die „Neue Normalität“ beginnt mit großen Einschränkungen.

Die Corona-Krise hat über die erheblichen gesundheitlichen Risiken und Folgen hinaus weitreichende Auswirkungen auf die Wirtschaft, Sicherheit, Forschung, Innen- und Außenpolitik sowie das gesell-schaftliche Leben in den Vereinigten Staaten. Namhafte US-amerikanische Think Tanks und Experten setzen sich intensiv mit den unterschiedlichen Aspekten und Herausforderungen dieser in ihrem Um-fang und ihrer Schnelligkeit beispiellosen Krise auseinander. Für einen Überblick über den aktuellen Stand der Diskussion stellt das KAS-Auslandsbüro USA mit Sitz in Washington D.C. wöchentlich eine Auswahl an Studien, Analysen und Kommentaren jeweils mit Links zu den Beiträgen zusammen.

Srengthening Local Health Governance

The idea to try out the Social Audit (SA) as tool to look at the state of local health sector governance was agreed among the participants in the training series workshops. This was justified as easier to test and conduct within the varying community set ups. Furthermore, in comparison to the other tools of social accountability, the CSOs agreed that SA was more effective and less technical, providing a more appropriate learning tool. While there would be mistakes in the first exercise(s), it was generally agreed that this step would lay the foundation for more engagements through SA by the local organizations. The process of generating evidence using SA was said to be less complicated yet convincing. Furthermore, the low-cost implication of conducting SA was said to be manageable compared to other tools.
