The Dynamics between Syrian Refugees and Lebanese Returnees in Beirut’s Southern Suburbs

In this report, Carlos Naffah and Rasha Akel explore the social and economic dynamics between Syrian refugees and Lebanese returnees in Beirut’s southern suburb of Ghobairy following the 2023 conflict. Based on interviews with refugees, returnees, local leaders, NGOs, and business owners, the report highlights key tensions over housing, jobs, and aid, while also noting instances of cooperation and shared hardship. The authors emphasize that both communities face overlapping vulnerabilities amid Lebanon’s economic crisis, calling for inclusive policies to support sustainable recovery and reduce tensions.

The migration dynamics in the Maghreb and Sahel regions have shifted significantly, transforming Morocco and Tunisia—historically emigration countries—into key transit and destination territories for migrants from Sub-Saharan Africa. Additionally, involuntary migrations in the context of multiple conflicts in the Sahel have reopened the Atlantic route. Mali and Sudan are the main drivers of the recent surge in mobility. Various wars—territorial, nationalist, ethnic, and jihadist—are increasingly forcing thousands of people into displacement, turning them into refugees within the African continent or future clandestine migrants.

Challenges are mounting in Chad in central Africa. More than one million Sudanese refugees have arrived in the east and more are coming as there is no end to the war in the neighbouring country. At Lake Chad jihadists are mounting more sophisticated attacks with drones while the presidency seems since the exit of French troops divided over the country’s future course. Russia is trying at the same time to gain a foot hold in Chad after having won over Sahel countries Mali, Niger and Burkina Faso as allies.

Towards British-German leadership for a new era of European geopolitics!

In the worsening geopolitical environment in Europe, the United Kingdom (UK) and Germany are pivotal. There is no other option than for the continent’s two largest economies to combine forces in the face of Russia’s unrelenting aggression. The Trinity House Agreement is the starting point, but the two allies can do much more to strengthen the North Atlantic Treaty Organisation (NATO), particularly as the United States (US) prioritises meeting the growth of Chinese power in the Indo-Pacific.
