Cambodia's Foreign Relations in Regional and Global Contexts - Second Edition

In December 2017, Konrad-Adenauer-Stiftung (KAS) Cambodia published the first edition of Cambodia’s Foreign Relations—a collection of twenty articles exploring the Kingdom’s diverse and evolving external engagements. That inaugural edition provided a comprehensive overview of Cambodia’s diplomatic relations with its neighbors; its interactions within maritime Southeast Asia; its partnerships with regional and global powers; and its participation in international organizations, economic cooperation, and security affairs. Now, seven years later, we at KAS Cambodia believe it is high time to revisit and update this important work, which has since become a key reference for students and scholars of international relations, as well as for the diplomatic community. The past decade has witnessed profound changes in the regional and global order. Strategic rivalries have intensified, new economic partnerships have emerged, and pressing transnational challenges—from climate change and the COVID-19 pandemic to digital transformation—have reshaped the landscape of international cooperation.

Resignation of deputy prime minister sparks dispute among governing parties

Further tensions within Fico's coalition government are to be expected. Meanwhile, the government is taking action against the anti-corruption authority.

Slovak Deputy PM Peter Kmec (Hlas-SD) resigned amid a scandal over about €200m in EU R&D funds, after media linked selected projects to a party donor and a presidential adviser. The case deepens rifts in Fico’s Smer–Hlas–SNS coalition, as Hlas demands equal standards for Smer ministers and hints at a crisis. At the same time, Fico’s plan to replace the independent whistleblower office raises fresh rule-of-law concerns. It is expected that both developments will have significant impact on political situation in Slovakia during the last parliamentary session at the end of the year.

Call for Proposal - Publication of Manuscript - China's Secret War on Europe

The India Office of the Konrad-Adenauer-Stiftung (KAS) is pleased to announce a Call for Proposals to partner in the development and authorship of a comprehensive, research-driven manuscript tentatively titled China’s Secret War on Europe. KAS India seeks to commission a rigorously researched, analytically rich, and policy-relevant volume that examines China’s evolving hybrid influence, covert operations and grey-zone activities affecting European security, particularly in the context of the ongoing War in Ukraine. In addition, the manuscript should draw comparative insights from India’s long-term experience with Chinese coercive, intelligence-linked, and grey-zone tactics. The proposed manuscript aims to provide: •Evidence-based analysis of China’s covert and dual-use activities affecting Europe. •A detailed examination of Chinese hybrid-warfare operations targeting European institutions, infrastructure and resilience using primary sources. •Comparative insights from India–China dynamics to contextualise and deepen the understanding of China’s modus operandi. •A technically informed, strategically grounded study accessible to both academic and practitioner audiences.

"Cambodia-EU Relations: Towards Comprehensive and Inclusive Partnership" is a joint publication by Konrad-Adenauer-Stiftung Cambodia and the Asian Vision Institute. The publication is the result of genuine collaboration, shared vision, and countless conversations between individuals and institutions committed to deepening the understanding of Cambodia–EU relations. It reflects not only the evolution of policies and partnerships but also the spirit of cooperation that has long connected our two regions.

Inclusion and employment of people with disabilities

Inclusion worldwide – current status in Croatia

Disability is a global, social, and health challenge that affects many people. People with disabilities often face barriers such as limited access to education, services, and employment. Although progress has been made in Croatia, integration into the labor market and society remains insufficient. Structural barriers, prejudice, and lack of mobility make participation difficult. In addition, few people with disabilities attain higher education. In 2022, the “Law on the Register of Persons with Disabilities” was passed to collect relevant data and plan policy measures. Nevertheless, the figures show that further reforms are needed to achieve true equality and inclusion.

This addendum gives an overview and summary of the book Kristillisdemokratia – kolmas tie (2025). The book consists of an introductory chapter followed by three sections dealing with the history, principles, and role of Christian democracy in contemporary Europe, respectively.

The ruling parties achieved a major victory in the local elections in North Macedonia. Both Prime Minister Hristijan Mickoski’s VMRO-DPMNE and the Albanian partners in the VLEN party alliance won the most mayoral offices and municipal council seats nationwide.

No new constitution for Ecuador

Defeat in constitutional referendum forces President Noboa to reflect

In a referendum, the Ecuadorian people have rejected President Daniel Noboa's proposal to convene a constitutional assembly by a surprisingly clear margin. Three other constitutional amendments proposed by the head of state were also rejected. The result is a bitter defeat for Noboa, but also an opportunity to change his style of government, which is often perceived as lacking transparency.
