New interim solution for WTO dispute settlement

Map of the Month 05/2020

The Appellate Body of the World Trade Organization (WTO) has been inoperative since December 2019. An important pillar of the WTO was severely damaged. On 30 April, 19 WTO members (including the EU) agreed upon an interim appeals procedure. Under this temporary agreement, an arbitration tribunal will hear appeals based on existing WTO rules. This instrument will remain until the Appellate Body becomes operational again. Already on 24 January, 17 WTO members signed a political declaration in Davos indicating such a step. The list of participants has somewhat changed in the meantime. The following maps show the countries which have signed the political declaration (24 January) and those which are now (30 April) participating in the new interim appeals procedure.

Geneva between hope and disillusionment in the fight against COVID-19

Weekly overview of developments in multilateral Geneva on COVID-19
(17.4.-29.4.)

In the past two weeks, there were several encour- aging multilateral efforts to fight the pandemic. A global initiative, led by the World Health Organiza- tion (WHO) to accelerate the development, produc- tion and equitable distribution of vaccines, diagnos- tics and therapeutics deserves particular attention. However, there were also various sobering exam- ples for the limited readiness to cooperate and respect agreed-upon global norms.

Curfew unconstitutional

Constitutional Court of Bosnia and Herzegovina

Bosnia and Herzegovina (more precisely, its entity “Federation of Bosnia and Herzegovina” which covers slightly more than half of the country, including its capital Sarajevo) at the beginning of the corona pandemic has imposed one of the strictest curfews in Europe for two groups: minors and elderly people above 65. This curfew has now been subject of a decision by the Bosnian Constitutional Court. The court did not completely annul the measure, but ordered a revision. The imposed curfew is considered to not meet the required proportionality. It is one of the first Constitutional Court decisions on the legality of emergency measures imposed during the Corona crisis. Other Constitutional Courts in South East European countries are also expected to take decisions soon.

The World after Corona: Webinar for scholarship holders in Berlin

Chinese and Indian scholarship holders developed recommendations for policy and decision makers

From April 7-16 the Department Asia and the Pacific in Berlin organised a webinar for KAS-scholarship holders from India and China who are currently in Germany, on the topic “The World after Covid-19”. During two online live debates and several written tasks as well as an ongoing online discussion on the implications of the Corona-pandemic for Germany, for their respective countries of origin and the world in general, the participants developed recommendations for policy and decision makers. The outcome are recommendations for Germany, India and China. This will further encourage the participants to build on their created ideas and thoughts and level-up the set of recommendations to discussions on feasible policy frameworks and their implementation. This was the second meeting of the Asian group of scholarship holders in 2020, after a first meeting with the team in Hamburg in January.

Balkans: Geopolitics in Times of Corona

Foreign Aid and Public Relations Work and Their Perception in South East Europe

The coronavirus pandemic is a stress test for global value chains, national health systems and the resilience of societies – with no clear outcome. Against the backdrop of the crisis, we are also witnessing a geopolitical, systemic competition to win the hearts and minds of states and societies and to dominate global narratives. True to the motto that every crisis harbours an opportunity, the People´s Republic of China and the Russian Federation in particular are striving to gain sympathies in selected countries through rapid aid and its propagandistic staging, so as to highlight the superiority of their own systems and thus to expand their soft power. It would be naive to assume that their actions are guided solely by humanitarian considerations and international solidarity. What´s more, they are applying illegitimate methods such as fake news and disinformation campaigns as well.

The WHO Under Pressure (17th April)

Weekly review of events in multilateral Geneva on COVID-19 (April 3 to 16)

The COVID-19 pandemic continues to hold the world in its grip – the global number of cases doubled in two weeks while the number of deaths almost tripled, even though the growth numbers in some of the hardest-hit countries in Europe like Spain or Italy have slowed down. Meanwhile, the global discourse on the management of the pandemic has become more confrontational, with criticism being particularly directed towards the WHO.

One crisis too many

State bankruptcy and COVID-19 combine to form a toxic catalyst in Lebanon

For the first time in its history, Lebanon has defaulted - and loses its spotless record of its crisis-resistant solvency. The banking system, a pillar of the Lebanese economy, has begun to totter since the nationwide protests of October 17. The ailing economic system was dragged along for years and kept alive by highly irresponsible fiscal and monetary policies. The COVID-19 outbreak will deal the desolate economy an additional blow, with far reaching consequences that we can only imagine at this point.
