KAS MP SOE

No Transmission of Critical Voices

In Serbia there is currently an economic crime thriller happening on the television market and this before the parliament elections on the 26th April. The story is about several cable providers and the media group „United Media“ (parent enterprise: „United Group“) with its TV channel N1 that belongs to the media companies in Serbia which report critically about the government. The state-owned cable provider “Pošta Net“ has already removed the channels of United Media from its programme last December because they couldn’t agree on a contract renewal. As a result, many households couldn’t receive N1 anymore. Since Mid-January more viewers are affected, as the cable provider under the state „Telekom Serbia“ hasn’t prolonged their contracts either. A public exchange with accusations of political and economic interference between the players followed. Similar situations in the neighbouring countries can be observed. But let’s be clear from the get-go: The situation is more complicated than that and political reasons are not the only explanation for it.

Voting behavior in the UN Human Rights Council in 2019

Map of the Month 01/2020

The maps illustrate the voting behaviour of the UN Human Rights Council (HRC) members on disputed matters in 2019. During all three sessions (40th, 41st and 42nd HRC), 82 resolutions were passed of which 35 came to the vote. In 31 of them, the EU had a coherent position (at least 9/10 EU members voted the same way). In all 31 cases, China voted differently than the EU. Which countries voted with the EU, which with China? While Australia, Iceland, Ukraine and Japan voted particularly often with the EU, Cuba, the Philippines, Eritrea and Egypt voted with China in most cases. Many countries, particularly from the African continent, often did not vote with either side.

Fast and Furious: China's rise in the Middle East and North Africa

Traditionally, China has pursued a relatively restrained foreign policy in the Middle East and North Africa. This has changed dramatically in recent years. Within a few years the country has positioned itself as a new global power in the region. On the one hand, this is due to China's interest in securing access to energy and resources, expanding trade routes and opening up markets for its own export products. But there's more to it than that. President Xi Jinping's declared goal is to make China the world's number one power by 2049 - the centenary of the People's Republic.

Political paralysis at the brink of an economic collapse

The immense challenges for Lebanon grow with its political inability to act

The killing of the Iranian General Qassem Soleimani complicates the already stagnating formation of a government in Lebanon that has been pending for months. Hassan Diab is struggling with considerable domestic hurdles, but seems nevertheless determined not to step down. Political leadership is urgently needed: not only to implement economic reforms, but also in view of regional tensions. At the same Lebanon is sliding further into an economic crisis, the sheer scale of which politicians are only now beginning to understand. The failure of the central bank and politicians to mitigate the pervasive uncertainty by clear communication has severely damaged confidence in the currency, banks and financial system.

Bosnia and Herzegovina: Publication of the ''Priebe'' Report

A critical review of the report on the situation regarding rule of law in the judiciary of Bosnia and Herzegovina

The so-called ''Priebe'' Report, which had been eagerly expected by both the public at large and the judiciary of Bosnia and Herzegovina, was published on December 05, 2019 in Brussels. The report was compiled by several EU experts under the leadership of Reinhard Priebe (a German lawyer and a long-time employee of the EU Commission) ''in relation to rule of law issues in Bosnia and Herzegovina''. As expected, the report is critical, but it lacks concrete recommendations for action or reform steps.

A WTO in crisis – but not at breaking point

World Trade Organisation’s (WTO) dispute settlement body suspended

The Appellate Body of the WTO, responsible for settling international trade disputes, has been unable to function since 11 December. The development marks the crumbling of a pillar of the multilateral trading order. What does this mean for the cross-border movement of goods and services, cooperation between states, and the organisation itself?

Internet Governance: Past, Present and Future

There are two key challenges that are posing a threat to the free and open model of the Internet. First, states such as Russia and China are challenging the multistakeholder model of Internet governance. Second, the free and open Internet that is built upon the idea of largely uninhibited information flows is being threatened by efforts to control and limit the types of information accessible to users. The aim of this study is to present these challenges and their potential impact on the future of Internet governance.

Time to grow up!

The Internet urgently needs a new order

At first, Tim Berners Lee’s work in 1989 was intended to simplify the exchange of research results at CERN. In the end, the result of his efforts was crucial for changing the world. After all he developed the basis for a free exchange of information in which today people all over the world can participate in. But Tim Berners Lee is more than just the inventor of the World Wide Web. He is also one of the founding fathers of the idea of a free and open Internet. While the Internet has established itself as the central social medium, his original ideal of a free internet is in danger more than ever before.[1] In order to unfold the liberal and economic potential it is offering, a new or at least a further developed order is needed. One, that must also be defended against competing illiberal approaches.

China: a developing country as a global power?

China has risen to being the second-largest national economy in the world; in terms of purchasing power parity, it is even the largest. Nevertheless, China insists on its status as a developing country and the special treatment in international regimes that goes with it. This is criticised by industrial countries, above all the US, as seeking unfair advantages. The EU has also increasingly been calling for China to move away from its developing country status, while it emphasises China’s role as a partner but also as a systemic rival.
