Middle East Reactions to the First Year of the Biden Administration

Whereas Joe Biden’s election as U.S. President was greeted with a sigh of relief in Germany and the E.U., reactions in the Middle East varied greatly. Trump’s uneven Middle East policy had over the years created new allies that viewed a possible change of direction under Biden with concern, as well as actors who were sidelined significantly during Trump’s four-year term and hoped for an upgrade of relations. Officials and pundits throughout the region agree, however, in their assessment of waning American interest, engagement, and influence in the region over the past decade – a trend unchanged during successive administrations. Today the Middle East and North Africa (MENA) is a region too often characterized by political, social, and economic crisis, as well as regional tensions and violent conflicts. Changes in the level of involvement and influence of external, geopolitical actors (i.e., Russia and China) are contributing to profound changes in regional power balances and to general uncertainty. Against this backdrop, the contributors to this publication provide valuable insights into their respective countries of expertise, outlining the varied responses of governments and populations to the first year of the Biden Administration, as well as the broader implications of a U.S. retreat from the region.

UNCLOS and the Protection of Innocent and Transit Passage in Maritime Chokepoints

New publication by the Maritime Policy & Strategy Research Center and the Konrad Adenauer Stiftung Israel

Maritime straits – narrow waterways connecting two seas or other large bodies of water – play a vital role in maritime transit and in reducing the time of shipping. So called “chokepoints” particularly sensitive straits along some of the most important navigations routes pose unique challenges as they can become focal points for geographic, commercial, and political interests. Despite the guidelines set out by the 1982 United Nation’s Convention on the Law of the Sea (UNCLOS), States can weaponize maritime chokepoints to advance political and strategic goals. Additionally, non-state actors are continuing to disrupt and threaten access and passage through straits and waterways. To strenghten UNCLOS' ability to govern global maritime transit, the extent of its challenges as well as tools to address them need to be analyzed. The Maritime Policy & Strategy Research center and the Konrad Adenauer Stiftung Israel are contributing to this analysis with a collection of insights from leading academic and legal scholars regarding the challenges to UNCLOS in the context of passage through chokepoints connecting the Arab Gulf with the Mediterranean Sea.

Unmittelbar nach der jüngsten Gaza-Gewalteskalation vom Mai 2021 ist in Israel eine neue Regierung ins Amt gekommen, der Skeptiker keine lange Lebensdauer voraussagen. Es handelt sich um eine Acht-Parteien-Koalition unterschiedlicher politischer Couleur, deren einendes Element zunächst die Bestrebung war, Langzeitpremier Benjamin Netanjahu (dauerhaft) aus dem Amt zu drängen. Nachdem dies zumindest aktuell gelungen ist, gilt es, sich den vordergründigen innen- und außenpolitischen Herausforderungen zu stellen. Wo eigentlich die politisch ruhige See benötigt würde, zeichnen sich nationale und regionale Konflikte ab, die die äußert dünne Regierungsmehrheit von nur einer Stimme gefährden. Es gibt aber auch Anzeichen, die möglicherweise für einen längeren Bestand der Regierung sprechen.

Zum vierten Mal innerhalb von zwei Jahren werden die Israelis zu den Urnen gebeten. Einmal mehr bestätigt sich der Trend, dass in Israel weniger politische Programme als Gruppierungen um Führungsfiguren gewählt werden. Die Gretchenfrage in der israelischen politischen Landschaft lautet: „Wie hast Du’s mit Bibi?“ Mit Gideon Sa’ars Tikva Chadascha („Neue Hoffnung“) formiert sich eine neue Partei gegen Premierminister Benjamin Netanjahu (Likud), die die gleiche Klientel im rechten politischen Spektrum anspricht. Allerdings halten sich die Königsmacher rechts von Netanjahu viele Optionen offen. Die Vergangenheit hat gezeigt, dass es noch zu früh ist, den durch einen Korruptionsprozess angeschlagenen Premier abzuschreiben.

Specifically, the publication aims to highlight some of challenges and opportunities regarding the nroamlization of relations with Israel from the perspective of various players in the Arab world.

Iran and the International Arena: Challenges and Opportunities

Relations between Iran and the United States reached a low point at the end of the Trump administration. Harsh sanctions, the elimination of Quds Force commander Qassem Soleimani, billion-dollar arms sales to the Gulf states, and normalization agreements between Israel and the United Arab Emirates and Bahrain were all encouraged by Washington in the recent past. The year 2021 began with a change of administration in the US and it will also see a change of president in Iran. The possibility of a return to the nuclear agreement, the JCPOA, is on the table, with a clear demand both for its improvement and for some reference being made to Iran's missile program and regional policy. This monograph comprises a collection of articles written by experts from the US, Europe, and Israel. Each article sheds light on a different aspect of the complex relations between Iran and the West, their prospects, and their implications for the wider Middle East.
