From what was once prophesized to be a strong incentive for peace and stability in the region, natural gas discoveries have since become a major flashpoint between the countries of the East Mediterranean Sea. Disagreements over energy exploration rights and maritime borders had escalated in the past two years to involve mutual threats, deployment of warships, new strategic pacts, and increased involvement by foreign powers with contrasting interests. Is it too late to stop the gas wars, and is it really just about the gas? In this panel we will bring experts from Israel, Cyprus, Turkey, Germany and the US to discuss energy and conflict in the East Mediterranean and where it might lead to in the upcoming months and years. The event is co-organized by the Konrad-Adenauer-Stiftung Israel and Maritime Policy & Strategy Research Center at the University of Haifa.

Syria was often described as the “last bastion of Arab nationalism.” It took an active part in all military confrontations against Israel since 1948 and continues to play a vital rule in the “axis of resistance” that serves as the main link between Iran and Hizballah. How-ever, the Syrian war, which has devastated Syria, has changed Syria’s political dynamics. In our dialogue we will speak with two Syrians who have experienced the Syrian war, the Syrian transition and have found themselves doing their part to create a new dis-course in the region. *This event is being held under the Chatham House Rule.

During the two-day workshop, 22 experts - scholars and practitioners from different national backgrounds - discussed relevant questions on the subject.

Israeli–European Young Diplomats Forum launched at Residence of European Union Ambassador

A new initiative designed to enhance relations between Europe and Israel was launched at the residence of the European Union Ambassador to Israel, Andrew Standley. An initiative of the Israel Council on Foreign Relations supported by the EU Delegation to the State of Israel, the Israel Ministry of Foreign Affairs, the Polish Embassy and the Konrad Adenauer Stiftung, the "Israeli-European Young Diplomat's Forum" is designed to allow young Israeli diplomats and European diplomats stationed in Israel to better understand each other's culture, values, experiences and perspectives.

The Challenge of Faith and Religious Leadership in Secular Society

Under the participation of high-ranking religious leaders of the Vatican and Israel, the 10th meeting of the Bilateral Commission, took place at the Konrad Adenauer Conference Center, Mishkenot Sha'ananim, Jerusalem, from 29 to 31 March 2011. The Commission discussed “The Challenge of Faith and Religious Leadership in Secular Society”.

This topic, which concerns the Israeli society as a whole, generated great interest and attracted a very large audience.

In the frame of the festive European Forum at the Ben-Gurion University, Dr. Lars Hänsel, as director of the Konrad-Adenauer-Stiftung in Israel, was presented with the Ben-Gurion Medal for the contribution of the Konrad-Adenauer-Stiftung to the Israeli-European relations.

Palestinian nationalism in Israel, origin and perspective

The Konrad-Adenauer-Stiftung (KAS) Jerusalem office organized on March 21st 2011 in cooperation with the Moshe Dayan Center for Middle Eastern and Africa Studies a lecture within the framework of KAS’s programs at Tel Aviv University. Professor Oded Haklai, an expert for political strategy of the Palestinian Arab minority in Israel, was invited to speak about the roots of Palestinian nationalism. He also presented an outlook about future developments. Dr. Paul Rivlin moderated the event.

International Conference

In cooperation with the Konrad-Adenauer-Stiftung and the Bruce W. Wayne Chair of International Law, The Minerva Center for Human Rights at the Hebrew University of Jerusalem and the International Committee of the Red Cross brought together 29 leading international scholars, military experts and human rights lawyers to examine recent developments relating to the scope, meaning and application of the principle of proportionality in armed conflicts.

General Affairs and External Relations Council (GAERC) Simulation

The General Affairs and External Relations Council (GAERC) simulation held in Jerusalem on 21 November, 2010 simulated the meeting of the EU Council of Foreign Affairs Ministers. The Simulation, organized by the Konrad-Adenauer-Stiftung and the Helmut Kohl Institute for European Studies/European Forum at the Hebrew University, brought together graduate students from diverse academic background who specialize in European Studies.

Regional Follow-Up Workshop

In cooperation with the S. Daniel Abraham Center for Strategic Dialogue at the Netanya Academic College and the Amman Center for Peace and Development (ACPD), the Konrad Adenauer Stiftung organized and supported a follow-up workshop on one of the most crucial topics relevant for the Middle East area – cross-border-cooperation in finding solutions in the fields of gas pipelines and electricity grids, nuclear and renewable energy and the regional water shortage.

A Decade since the October 2000 Events:

"The Country Shook – Has the Dust Settled?"

Concluding its report on the October 2000 events, the Or Commission summarized its investigation with the words: “The country shook during the October 2000 Events.” Ten years after those events, and seven years after the publication of the Or Commission Report, The Konrad Adenauer Program for Jewish-Arab Cooperation at the Tel Aviv University held a major conference to discuss the implications of these events to examine the developments in the status of the Arab minority and Arab-Jewish relations in Israel in the recent decade
